STATUS OF PERMIT:
Active; Life of Site Permit to Operate (PTO) issued 15 July 2020. This permit shall expire 28 October 2079. Pursuant
to NCGS 130A-295.8, the permitee must submit a permit application for any change to the approved engineering
plans or for a substantial amendment to the permit. An application for a permit must be prepared in accordance with
all applicable statutes and rules in effect on that date.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
There were no violations observed during this Facility Compliance Inspection. Please see the ADDITIONAL
COMMENTS section below for details concerning this inspection.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(4); (14); (15); and NCGS 130A-294 (m).
2) This Facility is permitted to receive Construction & Demolition Waste generated in Brunswick, Carteret,
Craven, Duplin, Jones, Lenoir, New Hanover, Onslow, Pamlico, Pender, Pitt, and Wayne Counties.

3) Construction and Demolition Waste must be transported for disposal to the Maysville Construction and
Demolition Landfill in Jones County, permit #52-03.
4) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, and the
emergency contact number is posted at the Facility entrance.
5) Erosion control devices are in place and appear to be functioning properly.
6) No off-site erosion was observed during this Facility Compliance Inspection.
7) The Facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my
arrival and Facility personnel were onsite during this Facility Compliance Inspection.
8) The Facility access road is of all-weather construction and is being maintained in overall good condition.
9) This Facility maintains a Caterpillar IT4G High-Lift Wheel Loader, a Caterpillar 257B Skid Steer Loader, and
a Hyundai HX220L Crawler Excavator on site for waste handling and site maintenance activities.
10) A stockpile of crushed/recycled concrete is maintained onsite for use in maintaining/repairing the Facility
access roads.
11) Site maintenance and grading operations were under way during this Facility Compliance Inspection.
12) A roll-off container is maintained onsite for the collection and removal of unpermitted wastes screened from
incoming loads. This container is removed from the site and all collected waste disposed at the Coastal
Environmental Partnership Carteret County Transfer Station, permit #16-04T weekly.
13) Windblown debris is collected and returned to the transfer station throughout the day. *Please continue to
ensure that all windblown debris is collected and properly managed at the end of each workday. The
installation fencing in this area to control windblown debris is recommended.
14) All incoming waste is being deposited and maintained on the covered concrete tipping floor as required.

15) Overflow waste is collected from behind the concrete push walls and returned to the permitted collection area
at the end of each workday. Debris was observed outside the push walls and Facility personnel were on site
collecting waste in these areas during this Facility Compliance Inspection. *Please continue to ensure that all
overflow waste is properly managed at the end of each workday or throughout the day as necessary. It may be
necessary to extend the height of the concrete push walls to help prevent waste from overtopping during daily
operations.
16) Incoming waste is processed in a timely manner. Trailer loading operations were underway during this
Facility Compliance Inspection. *Please continue to ensure an adequate number of trailers is maintained on
site to handle the volume of waste managed by this Facility.
17) The waste type was reviewed. The waste type was C&D and no unpermitted wastes were observed on the
tipping floor during this Facility Compliance Inspection.
18) No violations were observed during this Facility Compliance Inspection.
