PURPOSE OF SITE VISIT:
Partial Inspection
STATUS OF PAST NOTED VIOLATIONS:
A. Resolved: 15A NCAC 13B .1626(4)(b)(ii). On November 30, 2022 Haywood County and Santek
Environmental Services of North Carolina, LLC were cited for failure to monitor landfill gas quarterly. On
December 21, 2021, landfill gas monitoring results for the fourth quarter of 2021 were submitted by email.
Landfill gas monitoring results from the first two quarters of 2022 were available for review during the
inspection. Therefore, the violation is resolved.
B. Resolved:15A NCAC 13B .0203(d). On November 30, 2022 Haywood County and Santek Environmental
Services of North Carolina, LLC were cited for failure to monitor landfill gas quarterly. On December 21,
2021, landfill gas monitoring results for the fourth quarter of 2021 were submitted by email. Landfill gas
monitoring results from the first two quarters of 2022 were available for review during the inspection.
Therefore, the violation is resolved.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on June 9, 2022.
2. The service area for the facility is Avery County, Buncombe County, Burke County, Cherokee County, Clay
County, Graham County, Henderson County, Jackson County, Macon County, Madison County, McDowell
County, Mitchell County, Polk County, Rutherford County, Swain County, Transylvania County, and Yancey
County.
3. The facility entrance is secured by a gate and a portion of the facility is fenced to prevent unauthorized access. In
areas where fencing has not been installed, topography serves to limit access as well.
4. Landfill gas records for the first two quarters of 2022 were available for review and no exceedances were noted.
Ouerations Insuection of the MSWLF Unit (4407-MSWLF-1993)
5. The facility is currently filling in Phase 5A.
6. The access roads were constructed of all-weather material and were being maintained in good condition.
7. On Tuesday, June 7, 2022, the facility started receiving the contaminated soils excavated from the Old
Reynolds Landfill which was approved by the section as alternative daily cover (ADC) on May 25, 2022. The
soil was being stockpiled on the interior of the cell during the inspection. Please note, the contaminated soil
may only be used on interior areas of the landfill and not placed on exterior slopes.
8. The working face was of manageable size and no unapproved material approved was observed.
9. Windblown waste was observed in the ditch lines surrounding the active cell. Collect and dispose of all
windblown material at the end of each operating day as required by 15A NCAC 13B .1626(11).
10. Some waste was observed on the sides of the trailer tipper. Ensure this waste is removed from the tipper
and disposed of at the end of each operating day.
11. Four temporary landfill gas flares have been installed in Phases 4 and 5 to help reduce gas emissions.
12. The side slopes of Phase 5A were seeded in April and had good vegetative cover sufficient to restrain erosion.
