STATUS OF PERMIT:
Active; Life of Site Permit to Operate (PTO) issued 26 February 2019. This permit shall expire 7 October 2053.
Pursuant to NCGS 130A-295.8, the permitee must submit a permit application for any change to the approved
engineering plans or for a substantial amendment to the permit. An application for a permit must be prepared in
accordance with all applicable statutes and rules in effect on that date.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
1) 15A NCAC 13B .0104 (a) states “The owner or occupant of any property, except that exempted as specified
in Rule .0103(c) of this Subchapter shall be responsible for the sanitary storage of all solid waste accumulated
on the property.” Unresolved
2) 15A NCAC 13B .0402 (1) states “Operational plans shall be approved and followed as specified for the
facility.” Unresolved
3) 15A NCAC 13B .0402 (7) states “Appropriate method shall be provided to confine material subject to be
blown by the wind within the area. At the conclusion of each day of operation, all windblown material
resulting from the operation shall be collected and returned to the area by the owner or operator.” Unresolved

OBSERVED VIOLATIONS:

ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated
asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,
animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted to receive Municipal Solid Waste, Construction & Demolition Waste, Scrap Tires,
and Yard Waste generated in Carteret, Craven, and Pamlico Counties.
4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04
in Cameron NC, is transported to the Coastal Environmental Partnership Subtitle-D Landfill, permit #25-09 in
Tuscarora, Craven County, NC.
5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the facility entrance.
6) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM.
7) The Facility is secured by means of a locked gate at the Facility entrance.
8) The Facility access road is of all-weather construction and is being maintained in overall good condition.
9) Yard waste is collected on site and staged for transport to the Coastal Environmental Partnership Compost
Facility, permit #25-09, in Craven County for composting. Adequate distance is maintained around the
vegetative waste stockpile for fire control and equipment operations.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

10) Unpermitted waste consisting of plastic trash bags, tires, tarps, and demolition waste was observed disposed
in the vegetative waste management area. *Please remove all unpermitted wastes from this area for proper
management. Moving forward, please ensure all unpermitted wastes are collected and properly managed at
the end of each workday or more often if necessary.
11) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste
received during operating hours.
12) Facility personnel were cleaning area around the secondary scale of overflow debris upon my arrival onsite
and during this Facility Compliance Inspection. *Please continue working to ensure this area is maintained
clear of overflow waste throughout the workday.
13) Scrap tires are collected throughout the week and placed into trailers for direct haul to the Tire Management
Facility every Saturday after Facility shutdown. The scrap tire management area is well maintained at this
time. *Please continue to ensure that all scrap tires are collected and properly managed in a timely manner.

All whole scrap tires or partial scrap tires capable of holding water that will be stored onsite for more than ten
days must be tarped/covered at the end of each workday.
14) Leachate is collected on-site and is pumped and hauled for treatment as needed. The leachate
collection/storage system appears well maintained and properly managed at this time.
15) The trailer loading area is cleaned of overflow waste as the loaded transfer trailers are removed from the bay
and at the end of each workday. *Please continue working to ensure the trailer loading area is cleaned of any
waste overflow as trailers are cycled in the loading bay and at the end of each workday.
16) The leachate collection drain in the trailer loading area appears to be functioning properly at this time.
17) The area around the loading bay access and to the rear of the transfer station was clear of windblown debris.
18) Access around the Facility is generally stable with a cover crop of warm season grasses suitable to prevent
erosion.
19) The cover crop is mowed throughout the growing season as needed. Portions of the cover crop have recently

been mowed, however, the area directly around the concrete jersey barriers which line the paved turnaround
has not been mowed in some time. *Please mow this area as soon as possible. Moving forward, this and all
other trim areas around the Facility should be included in your regular mowing schedule.
20) Overflow/windblown debris was observed collected against the inside and outside of the concrete jersey
barriers lining the paved turnaround areas and along the exit ramp. These areas do not appear to be being
cleaned daily as required. *Please ensure that all windblown and overflow debris is collected and properly
disposed at the end of each workday.
21) Portions of the interior walls have been cleaned since the last Facility Compliance Inspection. *Please
complete the cleaning/pressure washing of all interior walls, push walls, and the trailer loading bay as soon as
possible.
22) The tipping floor appears well maintained at this time.
23) The waste type waste reviewed. No unpermitted wastes were observed on the tip floor during this Facility

24) The C&D waste management area appears well maintained at this time.
25) *Continued corrective measures are required as a result of this Facility Compliance Inspection Report.
