grade soil samples have been collected in areas at the Site that are not covered by building
foundations, sidewalks, or asphalt or concrete parking areas and driveways. H&H proposes to
collect final grade soil samples in pervious areas at the Site in accordance with LUR paragraph
12.h. The proposed final grade soil sampling activities are outlined in the following sections.
2.0 Proposed Final Grade Soil Sampling Activities
Grading activities completed as part of Site redevelopment activities resulted in a net balance with
no export or import soil needed to achieve final grade elevations. Final grade has been established
across the Site.
Based on the Site plan, three distinct portions of the Site will not be covered by building
foundations, sidewalks, or asphalt or concrete paved surfaces. Unpaved areas at the Site include:
1) landscaped and grassy areas surrounding the Site buildings and in parking lot islands; 2) a
landscaped and grassy common area in the northeastern portion of the Site; and 3) grassy areas
located along the public streets. The Site redevelopment plan and associated unpaved areas are
shown in Figure 2.
H&H will collect shallow soil samples for laboratory analysis in representative unpaved areas to
evaluate the potential for impacts. Unpaved areas at the Site have been divided into five sections
and final grade soil samples (FG-1 through FG-5) will be collected from each area. Proposed final
grade soil sample locations for each area are shown in Figure 2 and are described below:
• Final grade area FG-1 includes landscaped and grassy areas located around Building 1 in
the southern portion of the Site;
• Final grade area FG-2 includes landscaped and grassy areas located around Building 2 in
the southern and central portion of the Site;
• Final grade area FG-3 includes landscaped and grassy areas located around Building 3 in
the north-central portion of the Site;

• Final grade area FG-4 includes landscaped and grassy areas located around Building 4 in
the northwestern portion of the Site; and
• Final grade area FG-5 includes the landscaped and grassy areas located in the common
open space area in the northeastern portion of the Site.
Five aliquot soil samples will be collected in each final grade area to represent shallow soil
conditions in unpaved areas at the Site. The proposed aliquot soil sample locations for each final
grade area are shown on Figure 2.
Soil borings will be advanced to approximately 2.0 feet below the ground surface at each aliquot
soil sample location utilizing a decontaminated stainless steel hand auger. Continuous soil samples
will be collected from the center of the hand auger bucket at each soil boring. During soil boring
advancement, soil samples will be described for lithologic purposes, observed for the presence of
staining and odors, and field screened for elevated volatile organic vapors using a calibrated photo-
ionization detector (PID).
A portion of the soil samples from each section will be combined and homogenized to form one
composite soil sample per section for a total of five (5) composite final grade soil samples. H&H
will also collect a grab sample from each final grade area for laboratory analysis of volatile organic
compounds (VOCs) from an undisturbed portion of the aliquot soil sample judged to be most likely
to contain impacts based on field screening results. If no obvious evidence of impact is observed
in samples collected from aliquot soil borings, the grab sample for VOC analysis will be collected
from surficial soil at a randomly selected aliquot soil boring in each final grade area.
Soil samples selected for laboratory analysis will be collected directly into laboratory supplied
glassware, labeled with the sample identification, date, time, and requested analysis and placed on
ice in a laboratory supplied cooler. The samples will be delivered to a North Carolina certified
laboratory under standard chain of custody protocols for analysis of VOCs by EPA Method 8260,
semi-VOCs (SVOCs) by EPA 8270, and Resource Conservation and Recovery Act (RCRA)
metals plus hexavalent chromium by EPA Methods 6020/7471/7199.

For quality assurance and quality control purposes (QA/QC), H&H will collect one duplicate soil
sample which will be submitted for the same laboratory analysis as the parent sample. Non-
dedicated equipment and tools will be decontaminated prior to use at each soil boring.
Laboratory QA/QC procedures will be employed to ensure appropriate sample handling and
analysis and to aid in the review and validation of the analytical data. QA/QC procedures will be
conducted in accordance with the method protocols and will include regular equipment
maintenance, equipment calibrations, and adherence to specific sample custody and data
management procedures. Samples will be analyzed in conjunction with appropriate blanks,
laboratory duplicates, continuing calibration standards, surrogate standards, and matrix spiking
standards in accordance with approved methodologies to monitor both instrument and analyst
performance. Laboratory reporting limits for each analyte will be at or below appropriate
screening criteria, where possible. Additionally, H&H will request that the laboratory include
estimated concentrations for compounds that are detected at levels above the laboratory method
detection limit, but below the laboratory reporting limit (J flags).
The laboratory analytical data report and QA package for each group of samples submitted to and
analyzed by the subcontracted laboratory will be provided in an appendix to the final report.
Laboratory QA data consistent with Level II documentation will be provided for this project. A
copy of the completed chain-of-custody record and shipping receipt will be appended to the
corresponding laboratory analytical report included with the final report.
3.0 Reporting
The final grade soil sampling activities and results will be documented in a final grade sampling
summary report. H&H will evaluate the soil results using DEQ’s risk calculator, if needed. The
report will include a description of the sampling activities, a figure depicting sample locations, soil
boring logs, laboratory analytical data, a discussion of the data in comparison to regulatory
screening levels, and conclusions and recommendations concerning our activities.
