Co. Transfer Station was issued to Alexander County on February 20, 2017.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS

1. The facility is permitted receive solid waste generated within Alexander County only.
2. All waste is transported to Foothills Environmental MSW Landfill (Permit #14-03) for disposal.
3. A gate was provided at the entrance to prevent unauthorized access.
4. The facility had proper signage.

Records Review:

5. The Permit to Operate and Operations Plan were current and available upon request.
6. Waste tonnage reports were observed for May 2021 to March 2022. The facility received 22,065.6-tons during
that time.
7. Waste screening reports for January 2022 to present were verified. The reports were performed with adequate
frequency and provided good documentation of observed unacceptable waste streams and final disposition of those
wastes.
x 15A NCAC 13B .0405(a)(8)(A) requires site personnel screen incoming loads weekly at a rate of no less
than five percent of the average daily tonnage reported in the site’s annual report for the previous year.
x A review of the Annual Report for 2022-2021 found the average daily tonnage to be 83.18-tons. Waste
screenings were performed at a frequency of 1 each day. Each waste load screened was a minimum of 6-
tons. Therefore, the frequency requirement was being met.

Operations Inspection of the Transfer Station:

9. No unacceptable waste streams were observed.
10. Please continue efforts to repair damaged portions of steel about the push walls as they are observed.
11. Previous inspection reports noted exposed rebar within the tipping floor. Since the last inspection, the tipping floor
had been repaired. Thank you for addressing this concern.
12. Windblown waste was well controlled.
13. No waste was observed on the floor of the trailer loading bay.
14. Leachate drains within the floor of the trailer loading bay were free of obstructions.
15. As noted on the previous inspection report, interior walls were free of a buildup of residues with the exception of
the steel located at the corners adjacent to the trailer loading bay. Please ensure the steel in the corner areas is
cleaned during the next cleaning event.
x 15A NCAC 13B .0405 – Operational Requirements for Transfer Stations, was readopted effective January
2021. As part of the preadoption process, the requirements for pressure washing the facility were revised.
15A NCAC 13B .0405(a)(11) requires the tipping floor, push walls, and truck loading bays be cleaned
with a pressure washer no less than once per month. Cleaning and maintenance records shall be
maintained and made available to the Division upon written request.
x The revised requirements for pressure washing the facility were discussed with Mr. Mitchell during the
inspection.

Operations Inspection of the White Goods Area:

16. White goods were being collected on a gravel pad adjacent to the access road that leads to the transfer station.
17. All white goods containing chlorofluorocarbons (CFCs) were stored in an upright manner at the time of inspection.
18. This area was well managed.

Operations Inspection of the Tire Collection Area:

19. All tires were being maintained in one of two covered trailers provided for tire collection.
20. This area was well managed.

Operations Inspection of the Yard Waste and Treatment and Processing (Wood Grinding) Areas:

21. Land clearing debris, pallets and yard trash (leaves and grass clippings) were being maintained in separate
stockpiles.
22. Adequate access had been provided around the stockpiles of unprocessed material with the exception of the
stockpile of unground pallets. Some tree logs were blocking access to the back of the pallet stockpile on the west
side at the time of inspection. Please ensure the logs are moved to allow appropriate access.
23. Attempts had been made to place leaves and grass clippings in a windrow since the last inspection. However,
additional work was needed to provide a uniform windrow that allows for proper temperature monitoring.
24. Some standing water was observed within the subject at the time of inspection. However, the facility received
approximately 3-inches of rain two days prior to the inspection. Please ensure any areas of standing water are
graded to prevent this condition in the future.
25. No offensive odors were observed.
26. Temperature logs were observed for the period since the previous inspection to present. Review of the information
found where temperatures were recorded for three consecutive days between November 16 – 18, 2021.
Temperatures were recorded at three locations on the windrow and were recorded between 130˚F and 132˚F.
x In order to ensure pathogen reduction criteria are met, temperatures must be recorded at or above 131˚F for
three consecutive days. Please ensure the current compost windrow on site meets the proper temperature
requirements prior to distribution of material.

Supporting Comments:

27. The facility operates an asphalt shingle collection area west of the transfer station building.
x Shingles are collected within concrete buttresses to contain the shingles within the designated area.
x Signs were posted detailing acceptable and nonacceptable materials.
x No unacceptable wastes were observed.
x All shingles were being maintained to the designated area.
28. Alexander County has operated a beneficial fill area on the west side of the Treatment and Processing near the
shingle collection area for quite some time. Mr. Mitchell explained the area is being filled to provide additional
storage for the grinding area.
x In January 2021, the rules pertaining to beneficial fill activities were readopted with revisions. 15A
NCAC 13B .0562 now limits the size of a beneficial fill to no greater than one acre in size and shall be
limited in duration to one year.
x In order to allow Alexander County to continue to use the beneficial fill area, within 30-days, the
following must be submitted to Claire Osborn, Environmental Engineer, Solid Waste Section. The
information can be submitted electronically at [e-mail].

1. Submit a revised Operations Plan to include a description of the beneficial fill area. This
description should include the waste types to be accepted.

2. Submit a revised site map to show the location of the beneficial fill area and the total
proposed footprint of the fill area not to exceed one acre in size.

29. The facility operates a convenience area for the collection of recyclables adjacent to the scalehouse.
x Containers are provided for single stream recycling. Cardboard is collected separately.
x Electronics were being placed onto pallets and shrink wrapped or placed into cardboard containers.
x Used batteries were being collected onto pallets.
x A wooden shed is provided for the collection of florescent bulbs, CFLs, light ballasts, mercury switches,
and thermostats. All items were packaged within designated containers.
x Used oil is collected into a 100-gallon above ground collection tank.
x The convenience area was well managed.
