STATUS OF PERMIT:
Active; Life of Site Permit to Operate (PTO) as defined in N.C.G.S. 130A-294(a2) issued 29 March 2017. The
permitee must submit a permit application for any proposed changes to the approved Engineering/Facility Plans,
Operations Plan, service area, or for a substantial amendment to the permit. An application for a permit must be
prepared in accordance with all applicable statutes and rules in effect on that date.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated
asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,

animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted to receive Solid Waste generated within Beaufort, Edgecombe, Hyde, Martin, and
Pitt Counties.
4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04
in Cameron NC, and Construction and Demolition Waste (C&D), which is hauled to the C&D Landfill, Inc
C&D Landfill, permit #74-07 in Greenville, NC, is transported to the East Carolina Environmental Regional
Landfill, permit #08-03 in Bertie County, NC.
5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the Facility entrance.
6) The hours of operation are Monday through Friday 7:00 AM to 5:00 PM.
7) The Facility access road is of all-weather construction and is being maintained in overall good condition.
8) The Facility is secured by means of a locked gate at the Facility entrance. The gate was unlocked upon my
arrival and facility personnel were on-site during this Facility Compliance Inspection.
9) The entrance to the Facility is well maintained and no windblown debris was noted along the roadway
approaching the site.
10) Additional fencing has recently been installed to better restrict the movement of windblown debris offsite.
11) Windblown litter is well managed, Facility staff were on-site collecting windblown debris upon my arrival.
12) Leachate is collected on-site and stored in a below ground tank which is pumped down and hauled for
treatment as needed.
13) The leachate collection drain in the trailer loading bay was clear of debris and appeared to be functioning
properly. *Please continue to ensure that the leachate collection drains are maintained clear of sedimentation
and debris throughout the workday.
14) All waste hauling duties are contracted to Trio Legacy/Shavender Trucking, Inc of Pantego, NC.
15) This Facility maintains a Caterpillar MH3026 Wheeled Material Handler and a Hyundai HL740-9 Wheel
Loader on site for Facility operations.
16) All MSW waste is managed on the main tipping deck under the covered shelter and placed into trailers in the
western bay. C&D waste is maintained separate from MSW and is placed directly into trailers staged in the
southern bay.

17) The waste types were reviewed, and no unpermitted materials were observed during this Facility Compliance
Inspection.
18) Waste received at this Facility is loaded into the transport trailers in a timely manner.
19) The tipping floor is being adequately cleaned throughout the workday.
20) The access ramp and the tipping floor are well maintained and are in overall good condition at this time.
21) Access around the Facility overall is well maintained and generally stable.
22) The trailer loading area is policed throughout the workday and was in overall good condition during this
Facility Compliance Inspection. Facility personnel were cleaning the trailer loading area during this Facility
Compliance Inspection. *Please continue to ensure that the trailer loading area is cleaned of overflow debris
throughout the workday.
23) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste
received during operating hours.

24) The scrap tire collection/storage area is well maintained with an adequate number of trailers on site to manage
the volume of tires managed by the Facility.
25) Scrap concrete is brought onsite and staged in the inert debris storage area for crushing and reuse. *Please
note that the State rules regarding recovered materials state that for a material to qualify as a recovered
material, the majority of the material (75% or more) must be sold, used, or re-used within the calendar year of
staging at the site. If the required volume of materials is not re-used within twelve months, then the materials
must be properly disposed at a Facility permitted to receive such wastes.
26) The inert debris storage area was reviewed. Ground/crushed concrete is staged adjacent to the scrap concrete
pile and is used around the site and at the adjacent Construction & Demolition Debris Landfill for road
construction and maintenance. No crushing activities were underway during this Facility Compliance
Inspection. No unpermitted waste types were observed in this area during this Facility Compliance Inspection.
27) Recyclable cardboard is staged in an area adjacent to the transfer station for baling and transport to the
cardboard recycling facility. All baled cardboard is palletized, stacked, and placed in enclosed storage
containers in an area adjacent to the transfer station until transported to the recycling facility.
28) No violations were observed during this Facility Compliance Inspection.
29) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
