OBSERVED VIOLATIONS:
Septage was observed spilled onto the ground surface around tanks and on the exterior of the western end tank. Spills of septage onto the ground surface or onto the exterior of permitted detention tanks is a violation of the following rules: 15A NCAC 13B .0838(e) Each detention and treatment facility shall be designed, constructed, and
maintained to: (1) prevent leaks or the flow of septage out of the facility into the seasonally high water
table, onto the ground surface, or into any surface waters; and
(j) Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of
septage onto the ground surface or exterior surface of the detention system, including septage in pipes
used for transferring waste to and from vehicles.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. An appropriate No Trespassing sign was displayed at the entrance.
2. The tanks were accessible for inspection.
3. The tanks appeared structurally sound.
4. Septage spills were observed on the ground in areas around tanks. The tank on the western end of
the facility appeared to have been overfilled in the past where septage was on the outside of the
tank below the access to the tank. Hydrated lime appeared to have been dispersed in this area.
5. No vectors or objectional odors were noticed.
6. Approved setbacks appear to be met
7. The access road was passable.
8. This site was inspected in response to a complaint. Please see NCS-00007 inspection report for
5/16/2022 for details. Nothing observed during this site inspection substantiated the complaint.
