Dear Ms. Stanley:
This letter serves as a follow-up to the April 11, 2022, notice and request for permit transfer to clarify the
ownership structure of the subject facility. In accordance with 15A NCAC 13B.0404(e) and G.S. 130A-
295.2(g) Meridian Waste North Carolina, LLC (Meridian Waste) is providing notification to the North
Carolina Department of Environmental Quality (NCDEQ), Solid Waste Section, that Meridian Waste has
completed an asset purchase of Pinnacle Waste, LLC. Pinnacle Waste, LLC is the former permittee of
Solid Waste Permit to Operate No. 1912-TP-2020 and Solid Waste Permit to Construct No. 1912-
TRANSFER-2022. The transaction closed on March 8, 2022. Please find enclosed a letter from the
former owner confirming the sale and purchase of assets from Pinnacle Waste, LLC.
Please note the entity Pinnacle Waste, LLC, will no longer be in use and the new owner, operator, and
landowner will be Meridian Waste North Carolina, LLC. The corporate officials of Meridian Waste have
not changed.
Meridian Waste hereby agrees to operate the subject facility in accordance with the Solid Waste Permit
to Operate No. 1912-TP-2020 and the associated application document approved by NCDEQ on March
2, 2020. Additionally, Meridian Waste agrees to comply with the permit conditions identified in Solid
Waste Permit to Construct No. 1912-TRANSFER-2022 and the associated application document
approved by NCDEQ on February 1, 2022.
Based on the above, Meridian Waste respectfully requests the subject permits be transferred to reflect the
ownership, operator, and landowner change to Meridian Waste North Carolina, LLC. The facility will be
named the "Triad Transfer Station". To complete the permit transfer, Meridian Waste is in process of
providing an updated bond in the amount of $81,856 to NCDEQ so the existing mechanism in place can
be released to the former owner. This cost is based on the originally permitted financial assurance amount,
enclosed for reference, and inflated to 2022 dollars using the following inflation factors and amounts:

2019 (original): $76,400
2020: $77,699 (inflation factor of 1.017)
2021: $78,632 (inflation factor of 1.012)
2022: $81,856 (inflation factor of 1.041)

Dear Ms. Stanley:
Pinnacle Waste, LLC, the Permit Holder of Solid Waste Permit to Operate No. 1912-TP-2020 and Solid
Waste Permit to Construct No. 1912-TRANSFER-2022 is hereby notifying NCDEQ that it has consented
and agreed upon the asset sale of Pinnacle Waste, LLC to Meridian Waste North Carolina, LLC. This
transaction was finalized and closed on March 8, 2022.
I hereby request that NCDEQ proceed with review of the permit transfer documents upon receipt in an
expedited manner.

5.0 Financial Assurance
This section provides financial assurance estimates for closure during the active life of the
facility. Table 1 at the end of this section presents the financial assurance estimates.
The Facility is projected to receive up to 200 tons/day commingled construction and demolition
materials. The financial assurance estimate initially projects the percentage of the total incoming
waste stream that each material to be recovered comprises. The cleanup quantity equal to 5-
days of the daily acceptance rate is then calculated. Please note, the maximum amount of
recyclable materials that could be stored onsite is assumed to be equal to 5-days of the daily
acceptance rate.
The financial assurance estimate is based on all cleanup will be conducted by a third party.
Loading costs include a loader and operator at an estimated $75/hour. Each load is estimated
to require 1 hour to load the transport vehicle. Hauling costs include a driver and transport
vehicle at an estimated $75/hour. Each haul is assumed to be destined to a disposal site within
90 miles of the Facility. Each round trip is estimated to take 3 hours. Tipping fees at the disposal
site are based on market rates for disposal facilities in the area. Tipping fees assume no
recycling value of materials. Tipping fees are estimated to be $50/ton.
The financial assurance estimate concludes a grand total of $76,400 is required for closure
during the active life of the facility and at closure as shown on Table 1.
