In accordance with Rule 15A NCAC 13B .0510, this Landfill is subject to 30-year post-closure care and environmental monitoring requirements. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a closed Scrap Tire Monofill and a closed Municipal Solid Waste Landfill. 2) This Facility is secured by means of a gate at the Facility entrance. The gate was open upon my arrival and Washington County Solid Waste staff were on-site during this Facility Compliance Inspection. 3) The Facility access road is of all-weather construction and is being maintained in overall good condition at this time. 4) Permanent edge-of-waste markers have been installed as required and are being maintained around the toe of FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 9402_INSP_20220323 Page 2 of 4 the landfill disposal area. 5) Scrap concrete, concrete block, and brick is staged on-site in an area adjacent to the landfill for future grinding/crushing and re-use. *Please note that the State rules regarding recovered materials state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used within twelve months of staging at the site. If the required volume of materials is not re-used within twelve months, then the materials must be properly disposed at a Facility permitted to receive such wastes. The closest Facility permitted to receive such wastes is the Washington County C&D Landfill, permit #94-04. 6) A cover-crop of native warm season grasses has been established and overall is well maintained throughout the landfill. However, some areas of sparse cover were observed on the top lift of the landfill. *Please seed and mulch these areas to establish a groundcover suitable to prevent erosion of your landfill cap system. 7) The cover crop is mowed throughout the year as needed. Portions of the landfill cover crop have recently been mowed. 8) Trees and other brushy/woody type vegetation were observed growing on the southwest outside slope of the landfill (please see the aerial photograph on the final page of this report). *Please remove all trees and other woody type vegetation from the landfill. Moving forward, a regular mowing schedule of the entire landfill should be implemented to ensure woody/brushy type vegetation is not allowed to establish within boundaries of the landfill disposal area. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 9402_INSP_20220323 Page 3 of 4 9) Areas of differential settlement were observed throughout the landfill; however, no areas of ponding/standing water were observed on the top lift of the landfill. The moist soils and presence of wetlands dependent plants growing in the settled areas suggests the presence of seasonal ponding/standing water. *These areas should be monitored for ponding waster. Any areas noted as retaining surface waters should be filled and graded to promote positive drainage of surface waters away from the landfill. All filled areas should be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 10) An area of erosion was observed on the outer edge of the top lift of the southeastern outside slope approximately 100 yards down the sideslope from the southeast corner of the landfill (please see the aerial photograph on the final page of this report). *Please repair this area by filling and grading at a slope not greater than 3:1. All repaired areas should be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 11) Groundwater monitoring wells were observed during this Facility Compliance Inspection. All reviewed wells FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 9402_INSP_20220323 Page 4 of 4 were readily accessible, painted with high visibility paint, properly labeled, and secured with functional locks. 12) No off-site erosion was observed during this Facility Compliance Inspection. 13) *Corrective measures are required as a result of this Facility Compliance Inspection.
