INTRODUCTION This Field Sampling and Analysis Plan (SAP) for groundwater and surface water has been prepared for the Edwards Road Landfill (the "Site"), Permit Number 34-05, previously operated by R.J. Reynolds Tobacco Company (RJRT). The landfill is located northeast of the jurisdictional boundary of Rural Hall in Forsyth County, North Carolina and the location of the landfill is shown on Figure 1. ERM NC, Inc. (ERM) prepared this updated SAP on behalf of RJRT in accordance with the request by the North Carolina Department of Environmental Quality (NCDEQ) in correspondence to RJRT dated February 21, 2022. This SAP has been prepared in general accordance with the U.S. Environmental Protection Agency's (EPA) Guidance for Conducting Remedial Investigations and Feasibility Studies under CERCLA (EPA/540/G-89/004, October 1988) and Quality System and Technical Procedures for LSASD Field Branches (EPA LSASDPLAN-1000-R5, March 2020). This SAP supersedes previous SAPS prepared as part of prior assessment or corrective action planning documents. 2. BACKGROUND The Edwards Road Landfill was permitted by the North Carolina Department of Environment and Natural Resources (NCDENR) — Division of Waste Management (DWM) for disposal of coal ash and construction & demolition (C&D) debris generated at off -site RJRT manufacturing facilities. This landfill encompasses approximately 16.7 acres of disposal area within a 145-acre tract of land and was operated by RJRT from 1986 to 2002 under DWM Permit # 34-05 issued to RJRT. The landfill ceased receiving waste in December 2002 and placement of final cover soils over the disposal limits was completed in 2004. Monitoring of the groundwater and surface water during operations and post -closure has detected certain inorganic compounds (sulfates, total dissolved solids, iron, and manganese) in excess of the groundwater and surface water standards established in North Carolina Administrative Code (NCAC) 15A, Subchapters 2L and 2B, respectively. On behalf of RJRT, ERM conducted site assessment activities for the referenced site between 2009 and 2012. A performance evaluation of the soil landfill cap determined that the cap was not performing adequately to reduce rainfall infiltration to desired levels. Based on these results, RJRT commissioned ERM to submit a synthetic lined landfill cap modification design to the DWM for approval. This cap modification design was submitted on June 14, 2011 and approved by the DWM on August 12, 2011. Construction of the cap modification including installation of a 40-mil linear low -density polyethylene (LLDPE) synthetic liner and drainage improvement began in March 2012 and was completed in September 2012. The DWM approved the Construction Quality Assurance (CQA) Certification for Closure Modification on October 11, 2013. On October 1, 2013, RJRT submitted a North Carolina Solid Waste .0500 Groundwater Corrective Action Application and associated supporting documents to DWM to address the elevated levels of inorganics in groundwater. The selected remedy includes source area contaminant control and intrinsic remediation with performance monitoring as remedial technologies for restoration of water quality at and beyond the compliance boundary at the site. The DWM approved the selected remedy in its October 10, 2013 correspondence to RJRT and requested the submission of a Corrective Action Plan (CAP) in accordance with 15 NCAC 13B.0503(2)(d) and 15A NCAC 2L. Land use restrictions designed to protect the cover and structural integrity of the landfill and prevent potential exposure to contaminants were recorded on portions of the property in January 2014. May 2022 Page 1 34-05 SAP Edwards Rd LF Rural Hall.docx FIELD SAMPLING AND ANALYSIS PLAN Edwards Road Landfill — Permit # 34-05 Rural Hall, Forsyth County, North Carolina PURPOSE A Corrective Action Plan (ERM, 2014) prepared with the objectives of restoring groundwater quality beyond the compliance boundary, mitigating unacceptable impacts to the adjacent surface waters, and reducing the overall groundwater impacts at the facility was approved by the North Carolina Department of Environmental Quality (NCDEQ, formerly known as Department of Environment and Natural Resources) on February 19, 2014. The approved remedy includes source area contaminant control via the previous installation of the synthetic liner (cap) over the limits of waste, plus drainage improvements (completed in 2012) to minimize rainfall infiltration, leachate generation and discharge of constituents to groundwater, to allow intrinsic remediation of affected groundwater. Figure 2 presents the Site and surrounding area plus groundwater and surface water sampling locations. Groundwater and surface water quality monitoring has been conducted in the vicinity of the landfill since 1989 in accordance with the conditions of Permit Number 34-05 and subsequent to the closure of the landfill, in accordance with the approved Post Closure Monitoring Plan (2003, Shield Engineering, Inc.). Groundwater and surface water monitoring has been conducted semi-annually at the Site since 2012, following completion of the synthetic cap installation and drainage improvements. An updated water quality monitoring plan was presented in the February 2014 CAP (ERM) approved by NCDEQ. In July 2020, ERM requested DWM authorization to discontinue analyzing groundwater samples from piezometers at the Site due to inconsistent results attributable to frequently elevated turbidity in these samples. Piezometer groundwater samples continue to be analyzed for sulfates. This request was approved by DWM in correspondence to RJRT dated July 9, 2020. A transition to annual groundwater and surface water monitoring was recommended in the Groundwater & Surface Water Monitoring Semi -Annual Summary Report — October 2021 (ERM, February 2022) based on the continued water quality improvements at the Site. In addition, discontinuation of analyses for barium, cadmium and lead in groundwater and surface water samples was recommended due to the absence or infrequent detections of these analytes at concentrations consistently below the applicable NC 2L or 2B standards. Additional information supporting this recommendation was submitted to DWM by ERM on February 21, 2022. The DWM approved the sampling plan modifications in correspondence to RJRT on February 21, 2022 and requested preparation of an updated SAP. 3. PURPOSE The purpose of this SAP is to define the required scope of sampling to monitor ongoing groundwater quality at, in the vicinity of, and downgradient of, the Site. Additionally, surface water quality in the nearby streams will be monitored. As part of the CAP, RJRT is required to routinely monitor groundwater at the Site. This plan addresses sampling and analysis procedures for groundwater and surface water to be implemented at the Site. The objective of the plan is to provide consistent sampling and analysis procedures designed to ensure monitoring results that provide a reliable indication of water quality at the Site. This plan includes procedures and techniques for: 1. Recordkeeping; 2. Sample Collection; 3. Sample Preservation and Shipment; 4. Analytical Procedures; and, 5. May 2022 Page 2 34-05 SAP Edwards Rd LF Rural Hall.docx FIELD SAMPLING AND ANALYSIS PLAN Edwards Road Landfill — Permit # 34-05 Rural Hall, Forsyth County, North Carolina MONITORING PLAN Groundwater results will be compared to the NCAC 15A, Subchapter 2L groundwater quality standards or, if needed, the interim maximum allowable concentrations (IMAC) established in 15A NCAC 2L.0202. Surface water results will be compared to the NCAC 15A, Subchapter 2B surface water quality standards contained in NCAC 15A, Subchapter 2B or, if needed, EPA's Nationally Recommended Water Quality Criteria (EPA-NRWQC) and North Carolina In -Stream Target Values for Surface Waters. The objectives of monitoring at the Site are to: ■ Assess groundwater and surface water concentration trends relative to remedial goals; ■ Monitor groundwater levels and flow patterns; ■ Track the impact of the corrective action that was completed in 2012. ■ Identify changes in potential exposure risks at the site. 4. MONITORING PLAN The main elements of the monitoring plan, including sampling locations, frequency, procedures, and analytical methods, are described below. Sampling locations are summarized below and depicted on Figure 2. Table 1 presents available construction details for monitoring wells at the Site. 4.1 Groundwater and Surface Water Monitoring Groundwater and surface water monitoring will be conducted on an annual basis in accordance with the following plan. The current sampling network includes nine groundwater monitoring wells, five piezometers and 11 surface water stations. Prior to sample collection, depth -to -groundwater measurements will be collected from available monitoring wells. May 2022 Page 3 34-05 SAP Edwards Rd LF Rural Hall.docx FIELD SAMPLING AND ANALYSIS PLAN MONITORING PLAN Edwards Road Landfill — Permit # 34-05 Rural Hall, Forsyth County, North Carolina 4.2 Sample Collection Documentation EPA -recommended analytical methods and the NCDEQ recommended sampling guidelines will be followed for the sampling events. Procedures for performing sampling and analysis are provided in subsequent sections. The following field observations will be documented in a field logbook, sample logs or electronic log: 1. Name(s) of the people present; 2. Date of the sampling event; 3. Environmental conditions; 4. Unusual site conditions (for example: damaged well casing, lock/well cover was missing); 5. Depth to the water level below the measuring point; 6. Well purging time and date; 7. Equipment used for purging; 8. Amount of water removed during purging; 9. Sample collection time and date; 10. Equipment used for sample collection; 11. Field measurements; and 12. Types and number of sample containers filled at each well and any special handling procedures. A template for documenting sample collection details is included in Appendix A. 4.3 Water Level Monitoring Water level measurements will be collected at the nine wells comprising the current monitoring well network at the Site, prior to annual groundwater sampling activities. Non -vented caps will be removed prior to initiating groundwater level measurements to allow the water levels to equilibrate in the wells under ambient atmospheric conditions. Water levels will be taken using a decontaminated electronic water -level probe capable of measuring the water level to within 0.01 foot. The measuring point for the wells is the northernmost edge of the inner casing of the well unless designated on the well casing. Measurements will be repeated in the field until the precision is within 0.01 foot. The static water level will be recorded in the field logbook. Field personnel involved in taking water levels will wear protective / non -reactive gloves throughout the water -level procedure. Soiled gloves will be removed and replaced before continuing to the next well. Water level probe decontamination will be conducted in accordance with the procedure provided in Section 4.5. 4.4 Groundwater and Surface Water Sampling Procedures The following section explains the groundwater and surface water sampling procedures, including well purging and other procedures, which will be used in the field to collect a representative sample. If non - dedicated equipment is to be used to collect samples, purging and sampling will proceed from the least to most contaminated wells, with the upgradient monitoring well sampled first, in order to minimize the potential for cross -contamination. All field personnel involved in sample handling will remove and replace soiled gloves before continuing to the next sampling location. www.erm.com Version: 1.0 Project No.: 0633243 Client: R.J. May 2022 Page 4 34-05 SAP Edwards Rd LF Rural Hall.docx FIELD SAMPLING AND ANALYSIS PLAN Edwards Road Landfill — Permit # 34-05 Rural Hall, Forsyth County, North Carolina MONITORING PLAN 4.4.1 Water Purging Procedure Monitoring wells will be sampled in general accordance with the U.S. EPA guidance Low Stress (Low Flow) Purging and Sampling Procedure for the Collection of Groundwater Samples from Monitoring Wells (EQASOP-GW4, September 19, 2017). The following low -flow purge method procedure pertains to all monitoring wells to be monitored. Groundwater samples from the monitoring wells will be collected using a low flow, low volume sample collection technique via a peristaltic pump (e.g. ProactiveTM) or electric submersible pump and new disposable polyethylene tubing. The low -flow sampling technique involves pumping the groundwater from the monitoring well at a low flow rate (<250 ml/min) through a flow -through cell where water quality parameters are monitored until they stabilize, after which a groundwater sample is collected for laboratory analysis. To ensure that all stagnant water is removed, each well is purged from the center of the well screen. The water level in the well is monitored during purging every three to five minutes, and ideally, the purge rate should equal the well recharge rate so that there is little or no drawdown in the well. The water level should stabilize for the specific purge rate. Field parameters will be collected during groundwater purging with a Horiba U-52 water quality meter (or comparable unit) via inline flow cell to ensure that a representative sample is being collected from the aquifer. Purging activities will be conducted until at least three consecutive measurements show temperature and specific conductance within 10%, and pH within 0.2 standard units. The field parameters will be recorded in the logbook. The field parameters unit is calibrated prior to use by the equipment rental company that supplies it and then is checked in the field daily with a multi -parameter solution prior to use. Groundwater samples from piezometers are collected via 0.5-inch diameter, dedicated, disposable polyethylene bailers. Water columns within the piezometers are typically less than one foot deep and recharge rates are insufficient for sampling via low -flow procedures or collection of field parameters. Grab surface water samples are collected from discrete locations by dipping the water using the laboratory -provided sample containers to minimize disturbance of the sample. Alternatively, a dedicated polyethylene, disposable bailer or peristaltic pump and dedicated, disposable tubing may also be used to collect the surface water samples. Care will be taken during sampling to minimize agitation of sample collection equipment to reduce the potential for suspended solids during sampling. Samples collected for metals analysis will not be filtered. Protective/non reactive gloves will be worn by field personnel throughout the sampling procedure and replaced between samples or if they become soiled. 4.4.2 Well and Surface Water Sampling Procedure Upon stabilization of in -situ parameters, groundwater samples will be collected from the dedicated polyethylene discharge tubing into laboratory -supplied containers. Similarly, surface water grab samples will be collected dipped directly into laboratory -supplied containers. All samples will be labeled, placed on ice, and transported under chain -of -custody procedures to a North Carolina -certified laboratory. Groundwater and surface water samples will be taken in the following sequence, as applicable: 1. Metals; 2. Other Inorganic Constituents; and 3. Field Parameters (if applicable). The holding time is six months. ■ Sulfate anion samples will be collected in a 250-milliliter unpreserved plastic container with a 48-hour holding time. ■ Total Dissolved Solids (TDS) samples will be collected in a 500-milliliter unpreserved plastic container with a 7-day holding time. ■ Field parameters will be taken in the field for all wells and surface water locations (if applicable) using the Horiba U-52 water quality meter (or comparable). The flow cell will be thoroughly rinsed with de - ionized water prior to use at each sampling location. All samples will be placed into coolers, filled with ice and cooled to 4 degrees Centigrade immediately after collection. 4.5 Field Equipment Cleaning Procedures All field equipment is cleaned at the laboratory according to standard laboratory procedures upon return from each sampling event. The only reusable equipment in contact with the samples are the electric submersible pump used for deep wells and the electronic water -level probe. Field equipment used on more than one well will be cleaned according to the following field cleaning procedures: 1. Rinse item thoroughly with 5% phosphate -free laboratory detergent solution. 2. Rinse item with de -ionized water, twice. 4.6 Field and Laboratory Quality Assurance / Quality Control A quality control program is followed in the field to insure that sample integrity is maintained during sample collection and transit to the laboratory. In addition, all equipment and instruments are carefully maintained and calibrated in accordance with generally accepted schedules and procedures. QA/QC samples will be evaluated in regard to standard industry data quality indicators, including bias, completeness, comparability, precision, and method sensitivity. One duplicate sample will be collected for every 20 samples obtained. Duplicates will be collected at the same time as the original well sample. Duplicates will be labeled such that the sample number/station location information will not identify the samples as obvious duplicates. Laboratory quality assurance/quality control will follow all applicable requirements in SW-846 (USEPA, 2018). 4.7 Sample Identification and Shipment All sample bottles will be clearly marked by using adhesive sample labels supplied by the laboratory. The sample labels will be filled out using a waterproof pen and affixed to the sampling container prior to filling the container. The label will include the following information: 1. place of collection; 2. sample identification; 3. date and time of sample collection; 4. parameters requested; 5. type of preservative; 6. filtered or not filtered (if applicable); and 7. name of sample collector(s). www.erm.com Version: 1.0 Project No.: 0633243 Client: R.J.
