Box 556 Winton, NC 27986 SUBJECT: Transfer Station Assessment Report, Revised Operating Plan, and Closure Cost Estimates Hertford County Transfer Station, Permit 4602T-TRANSFER-1995 Dear Ms. Jilcott, The State of North Carolina, Division of Waste Management Solid Waste Section (Section) has completed the review of the Transfer Station Assessment Report (report) for the above referenced facility. The Report was submitted by Municipal Engineering on June 28, 2021, in accordance with 15A North Carolina Administrative Code 13B .0401(b). The intent of the report was to self -assess and demonstrate compliance with the rules in 15A NCAC 13B .0400, readopted effective January 1, 2021, with a primary focus of vital infrastructure at the facility as part of transitioning under the new rules and other life of site permit requirements. The findings of the report included: (1) Several large cracks were in the push wall and the oil tank containment had completely collapsed, and (2) Gravel was needed for the entrance road, and had been ordered, to repair washout areas. An inspection of the site in January 2022, after this report, has revealed that both the push wall and the oil tank containment wall were completely collapsed. The entrance road had been repaired. The assessment report submitted to our office recommended that the County assess the integrity of the push wall, oil tank containment wall, and related structures, and the County would budget repairs for FY22-23, in consultation with the Section. Please proceed with the implementation of the recommendations in the report. Per 15A NCAC 13B .0401(b)(3), the facility has until May 20, 2025, to fully repair and replace the push wall and the oil tank retainment wall. However, as noted in the last inspection report, immediate measures are needed to prevent waste and leachate from leaving the waste pad, until the more permanent repairs are in place. Also, per the report recommendations, please submit a revised operations plan as well as a closure plan with closure cost estimates to include all information now required by 15A NCAC 13B .0404, .0405 and .0406. The revised operating plan should include a monitoring schedule, or some other method, to address monitoring of the leachate tank to determine when it needs to be pumped. The requested response, plans, and cost estimates should be submitted to the Section within 90 days of receipt of this letter.
