DocuSign Envelope ID: 6F6D1F1B-631D-46D2-975A-F7DCA78DDE63 1.0 INTRODUCTION C&D Disposal, Inc., located at 802 Recycling Lane, Greenville, North Carolina, operates a C&D Landfill under Solid Waste Permit #7407- CDLF- 2001 and #7407- CDLF- 2009. The site is currently required to submit semi-annual groundwater monitoring reports to NCDEQ. The facility contains two unlined construction & demolition (C&D) landfill units. Phase 2 is currently active. Phase 1 has ceased accepting waste and is partially closed, with final closure planned for 2022. The Facility was developed in two non-contiguous footprints, Phases 1 and 2 approximately midway between US 264, i.e., a localized topographic divide, and Grindle Creek. The phases became operational in May 2001 and August 2009, respectively. Phase 1 was the regional repository for flood -damage debris after Hurricane Floyd in 1999. Phase 2 was a staging area, where flood -debris was stored temporarily. Both areas were used for agriculture, and a former railroad corridor traverses the site, including the Phase 2 footprint. This report presents the results from the semi-annual monitoring event conducted June 8-9 & 23-24, 2021 and includes a field procedure summary, laboratory analyses, summary tables and groundwater characterization. 2.0 SITE GEOLOGY Historical literature and available geologic maps indicate that C&D Landfill, Inc. sits within the NC Coastal Plain. The coastal plain is characterized as an eastward thickening wedge of sedimentary layers that alternate between sandy aquifers an aquitards. Information taken from The Geologic Map of North Carolina, 1985 shows that the C&D landfill is underlain by the Yorktown Formation, which is described as "fossillifferous clay with varying amounts of fine-grained sand, silty sand, sandy silt, silty clay, and blueish gray shell material". Groundwater in the upper -most aquifer generally flows through unconsolidated sediments. Recharge occurs generally in the northern portion of the site and is limited on slopes. Groundwater flows generally south where it discharges into tributaries of Grindle Creek. The groundwater potentiometric surface generally reflects a subdued expression of the surface topography. Local conditions are considered typical for the coastal plain region. Ground water depths generally range from 3 ft to 12 ft below ground surface (bgs) across the facility. There are minor seasonal variations in the flow pattern, but overall flow direction is consistent. 3.0 SAMPLING LOCATIONS The groundwater monitoring network consists of eighteen shallow and four deep wells totaling (22) groundwater monitoring wells. MW-IS (upgradient of phase I); MW-1D, MW-2D, MW-2S, MW-3D, MW-3S and MW-3A, MW-4, MW-5, MW-6, MW-7, and MW-8 (downgradient of phase 1); MW-9A, MW-16, and MW-17 (upgradient of phase 111; MW-10, MW-11, MW-12S, MW-13, MW-14D, MW-14S, and MW-15 (downgradient of phase II); the network also includes four surface water locations (SW-1, SW-2, SW-3, and SW-4). Available well logs for the groundwater monitoring wells are included in Appendix A. 4.0 SAMPLING PROCEDURES Environment 1 personnel conducted the monitoring network sampling event June 9-10 & 23-24, 2021. Sampling methods followed the protocol outlined in the North Carolina Water Quality Monitoring Guidance Document for Solid Waste Facilities (DENR, DWM) and the approved site Water Quality Monitoring Plan'. The monitoring network includes wells: MW-1s, MW-1 d, MW-2s, MW-2d, MW-3A, MW-3s, MW-3d, MW-4, MW-5, MW-6, MW-7, MW-8m NW09a, MW-10, MW-11, MW-12s, MW-13, MW-14s, MW-14d, MW-15, MW-16 and MW-17, as well as surface water monitoring points SW-1 through SW-4. Monitoring wells MW-1s and MW-1d serve as the upgradient background locations for the site. Each well was gauged to determine groundwater depth and then purged three well volumes or until dry. Groundwater depth from this event, as well as other well details are presented in Table 1. Samples were collected by Environment 1, Inc. in laboratory prepared containers for the specified analytical procedures. Groundwater samples and quality control blanks, were properly preserved, placed on ice and transported to the laboratory facility within the specified hold times for each analysis. 5.0 FIELD B LABORATORY RESULTS 5.1 Field Results Temperature, pH, turbidity, specific conductance, ORP, and dissolved oxygen were measured in the field at the time of sampling via direct read instruments. Field results from this sampling event are presented in Table 2. All wells exhibited turbidities less than 10 NTUs except MW-3A which had 18 NTUs. 5.2 Laboratory Analysis Ground and surface water samples were transported to Environment 1, Inc., a North Carolina certified laboratory for metals and Appendix II VOC analysis. Samples were also analyzed for additional C&D inorganics, alkalinity, sulfide, chloride, total dissolved solids and tetrahydrofuran. June 2021 Groundwater Monitoring Report May 2022 Page 2 DocuSign Envelope ID: 6F6D1F1B-631D-46D2-975A-F7DCA78DDE63 5.3 Laboratory Results Analytical results were compared to Rule 15A NCAC 2L.0200 (21- Standard) and/or the NC Groundwater Interim Maximum Allowable Concentration. Surface water results were compared with the NCAC 2B Standard for Class C waters (213 Standards). Most constituent concentrations were either below the method detection limit (MDL) or were reported as "J-values". J-values are identified by the laboratory as "estimated values between the MDL and the MRL". 5.3.1 Inorganic Constituents Five inorganic constituents were reported at concentrations above their 2L Standard this event. Antimony (MW-15); • Arsenic (MW-3S, MW-12S, MW-15, and MW-16); • Chromium (MW-3S, MW-8, MW-10, MW-12S, MW-15, and MW-16) • Copper (MW-3A, MW-3S, MW-6, MW-7, MW-8, MW-10, and MW-12S); • Iron (MW-1D, MW-1S, MW-2D, MW-2S, MW-3A, MW-3S, MW-4, MW-5, MW- 7, MW-8, MW-9A, MW-10, MW-11, MW-12S, MW-13, MW-14S, MW-15, MW- 16, and MW-17); and • Manganese (MW-1 D, MW-3A, MW-3S, MW-4, MW-5, MW-6, MW-7, MW-8, MW-9A, MW-10, MW-11, MW-12S, MW-14S, MW-15, MW-16, and MW-171. Three inorganic constituents were reported at concentrations above their GWP standard this event. • Cobalt (MW-3A, MW-3S, MW-6, MW-7, MW-8, MW-10, and MW-12S); and • Thallium (MW-2D, MW-3A, MW-9A, MW-10, and MW-15); and • Vanadium (MW-1D, MW-1S, MW-2D, MW-2S, MW-3A, MW-3S, MW-4, MW- 5, MW-6, MW-7, MW-8, MW-9A, MW-10, MW-11, MW-12S, MW-13, MW- 14S, MW-15, MW-16, and MW-17). As MW-1S and MW-1D are upgradient of Phase 1 and MW-17 is upgradient of Phase 2, exceedances in these wells indicate that detected constituents may be due to naturally occurring conditions. Detections are summarized in Table 3. 5.3.2 OrOanic Constituents Three organic constituents were detected above their 2L Standards during this sampling event. Detections are summarized in Table 3. June 2021 Groundwater Monitoring Report May 2022 Page 3 DocuSign Envelope ID: 6F6D1F1B-631D-46D2-975A-F7DCA78DDE63 • 1,4-Dioxane (MW-IS, MW-2S, MW-3A, MW-3S, MW-5, MW-6, MW-7, MW- 8, MW-10, MW-11, MW-12S, MW-14S, MW-15S, and MW-16); • Benzene (MW-10, MW-12S, and MW-14S); and • Vinyl Chloride (MW-10 and MW-14S). 5.3.3 Surface Water Results No inorganic or organic constituents were detected above their NC213 standards in surface water samples collected this event. Surface water detections are provided on Table 3. 6.0 GROUNDWATER CHARACTERIZATION A potentiometric surface map was prepared from groundwater data from the most recent sampling event. The data indicates that groundwater is flowing generally south towards tributaries of Grindle Creek. This is consistent with groundwater flow patterns previously reported for the site. The potentiometric surface map is included as Figure 1. Groundwater flow velocities during the sampling event were calculated using the equation: V = Ki/n where: K = hydraulic conductivity i = groundwater gradient n = porosity Calculated groundwater velocities ranged from 0.00068 ft/day (MW-11) to 0.14591 ft/day (MW- 3A) averaging 0.06166 ft/day. Flow velocities and calculated gradients are included in Table 4. 7.0 CONCLUSIONS Analytical results are generally consistent with past sampling events. Iron, manganese, and vanadium were detected in most samples collected this event, including in background wells above their respective NC21- and NCGWP standards. Due to the low turbidity values, and the exceedances noted in upgradient wells, it is likely that some of these inorganic exceedances can be attributed to naturally occurring metals in the soil. 1,4-Dioxane, benzene, and vinyl chloride were detected in multiple monitoring wells above their NC21- standards this sampling event. Although not exceeding regulatory limits, once again 1,2- Dichloroethane and 1,2-cis-Dichloroethylene were present in multiple wells this event. The continued presence of these organochlorides as well as vinyl chloride provide some evidence that reductive dichlorination and natural attenuation may be occurring onsite. A corrective action plan is currently being drafted to further address these exceedances and will be submitted under a separate cover. CSD Disposal, Inc.
