STATUS OF PAST NOTED VIOLATIONS:
Resolved: 15A NCAC 13B .0405(a)(11). On March 2, 2022, Graham County was cited for failure to pressure wash the
side walls and beams of the transfer station no less than twice per year.
Pressure washing of the sidewalls and beams of the transfer station was conducted April 20-25, 2022. Therefore, the
violation is resolved.
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on May 16, 2022 unless otherwise noted.
2. The facility is open to the public Monday through Saturday, 6:30 am to 5:00 pm.
3. Waste is transported by Graham County to the Haywood County, White Oak Landfill (4407-MSWLF-1993) in
Waynesville, NC.
Operations Inspection of the Transfer Station (3803-TRANSFER-)
4. Roads were of all-weather construction and were being maintained to be accessible by loaded collection
vehicles.
5. The trench drain at the entrance to the tipping floor appeared to be clear and functioning properly.
6. One tire was observed in a recently dumped load. Facility staff also saw the tire, removed it from the waste and
set it to the side of the tipping floor.
7. Spalling was observed on the tipping floor and aggregate is visible. Continue to monitor the floor and if any
rebar becomes exposed, a repair plan will be necessary.
8. A small section of rebar was exposed on the east push wall where the concrete has worn away due to trailer
loading activities. Concrete has also been worn away on the west push wall, but no rebar is exposed on that
side. Continue to monitor the push walls and make repairs as necessary.
9. Pressure washing of the interior of the transfer building was conducted between April 20-25, 2022.
10. Windblown litter was minimal and well managed at the time of inspection.
11. Minimal waste was observed on the loading bay floor and the area is cleaned daily as required by 15A NCAC
13B .0405(a)(11).
12. Fire extinguishers are located on both sides of the entrance to the tipping floor as well as a water hose for use in
the event of a fire.
13. All trailers on site appeared to be leak resistant as required by 15A NCAC 13B .0105(c).
