STATUS OF PERMIT:
A Land Clearing and Inert Debris Landfill Notification was filed with the Wilkes County Register of deeds on
December 9, 2010.
PURPOSE OF SITE VISIT:
Comprehensive Inspection

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The inspection was performed to facilitate a meeting to discuss Mr. Shew’s and Mr. Mathis’ interest in pursuing a
full permit for the landfill operation. Permitting procedures were discussed with all parties on site.
2. The landfill is for private use and not open to the public.
3. A gate was located at the entrance to the facility. This gate was open upon arrival.
4. The facility had proper signage.
5. The access road leading to the landfill area was of all-weather construction and well maintained.
6. Stationary markers consisting of PVC pipe had been installed around the perimeter of the landfill to delineate the
boundaries of the landfill.
7. Erosion and sedimentation control measures were provided on site. A sediment trap and a stone check dam had
been installed along the northern perimeter of the site. Accumulated sediment must be removed from the device
restoring original sediment storage capacity.
8. No unacceptable waste streams were observed within the disposal area.
9. Majority of waste was covered with soil at the time of inspection.
10. The working face was less than one acre in size.
11. During the inspection, a piece of corrugated plastic pipe was observed on a pile of soil and land clearing debris
which had been staged adjacent to the disposal area. The pipe was removed for removal during the inspection.
12. Work continues to provide a 3:1 fill slope.
13. All inactive portions of the landfill must be seeded and stabilized with a groundcover sufficient to restrain erosion.
