STATUS OF PERMIT:
Permit to Construct and Permit to Operate issued August 17, 2020.
Life of Site Permit issued for 9242-Transfer-2020 and will expire on August 17, 2080.
Permit to Operate for 9242-MWP-2020 will expire on August 17, 2025. The Permit renewal paperwork should be submitted
by February 17, 2025.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility operating hours are Monday through Friday from 4:00 am to 8:00 pm and Saturday from 6:00 am to
6:00 pm. The hours may be adjusted based on facility demand.
2. Signs stating emergency information, facility name, permit number, and other required information are installed at
the facility entrance gate.
3. This facility is secured by fences with locking gates.
4. Standing water was observed within the containment area for the scales. Mr. Wall stated that the drains had become
plugged with sediment. At the time of this inspection, the scale area was being worked on so that the water could
drain. Ensure that the scale area is inspected and repaired as needed so that water does not become
impounded.
5. The interior roadways are made of all-weather concrete or asphalt construction.
6. Operations plan part 3.17 states that a SWANA certified operator will be onsite during operating hours.
Transfer Station
7. The tipping floor appeared to be in good condition with minimal cracking.
8. 15A NCAC 13B .0405 (a) (11), "Site Cleaning and Maintenance: Unless otherwise stated in the site permit,
all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the
end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push
walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The
remaining areas of the site building include side walls and any material storage areas outside of the building
shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning
waste handling areas shall be contained and treated as leachate." The walls of the transfer station were covered
in dirt and grime and were in need of cleaning. The tipping floor had a build-up of grime that is consistent with a
day's operation. Ensure that the tipping floor and walls are pressure washed in accordance with the rules and
operations plan.
9. Waste was observed behind the push walls. Waste was also observed along the supporting beams of and within the
transfer trailer loading bay. Ensure that all waste behind the push walls and within the transfer trailer loading
bay is picked up and disposed of at the end of the operating day.
10. The leachate drains are within the tipping floor and covered by square plates with several small holes. Waste was
also observed to be covering the leachate drains. The waste should be removed from the leachate drains so that they
can function properly. Ensure that the waste over the metal plates does not impede the flow for proper collection of
the leachate.
11. Standing water was observed within the trench drain within the transfer trailer loading bay. Waste was observed
within the trench drain as well. Mr. Jarboe stated that the water was stormwater. All water that comes in contact
with waste is considered leachate and should be collected and disposed of as leachate. Ensure that the trench
drain is connected to the leachate collection system so that the water is collected and properly disposed of.
12. Some of the metal sheeting along the western wall of the transfer station had been damaged. The sheeting should
be repaired to ensure that waste does not leave the transfer station.

13. The waste in the MWP area appeared to be clean with no unacceptable wastes observed.

14. Permit to Operate, Attachment 3, Part I (13), "The following, at a minimum, must not be accepted for
transfer at the facility: hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not
properly packaged, regulated -asbestos containing materials as defined in 40 CFR 61, PCB waste as defined
in 40 CFR 761, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f)." During this
inspection, an area to the east of the MWP area had been built up with soils, C&D waste, land clearing waste, and
washout from concrete trucks. There appeared to have been possible asbestos containing tiles with black mastic
mixed in with the C&D waste. Mr. Wall was instructed to isolate that area and remove and treat this waste as
asbestos or get it tested and removed as construction and demolition debris (please have tickets available). Page 41
of the Ops plan contains the guidelines for handling asbestos containing building materials at C&D Recycling
Centers in NC. 1) An on -site Representative, who has successfully completed an approved asbestos
contractor/supervisor training class, should be present at the facility during all hours of operations.
15. Cement trucks had washed out large quantities of concrete along the western side of the built-up area. The concrete
had flowed down the side of the hill towards the rail line. Metal, wires, carpets, and other miscellaneous wastes
were also observed in the area to the west of the mixed waste processing area. Mr. Wall stated that the area would
become a staging area for containers and trucks associated with the transfer station and MWP area. Mr. Hammonds
told Mr. Wall that the C&D and land clearing waste needed to be removed from the area. The concrete could be
crushed and used as fill or road base in the area, as long as the waste was clean.
16. Permit to Operate, Attachment 3, Part VII (25) (c), "Waste must not be stored on the "tipping floor" after
operating hours. During the inspection, the excavator was observed to sitting on top of a pile of comingled fine
and large construction and demolition (C&D) waste. Mr. Wall stated that the pile where the excavator was sitting
remained in place and that the C&D waste dumped around the pile was placed in transfer trailers prior to the end of
the operating day. The pile is waste and must be removed from the "tipping floor" by the end of the operating day.
A permanent ramp and/or platform may need to be constructed for the excavator to properly moved the C&D waste
into the transfer trailers.
17. The operations plan states that the C&D and MSW operations will occur inside the metal building or under
roof and will be unaffected during rain events. However, C&D was being dumped and managed outside the
building and without cover.
18. 15A NCAC 13B .0405 (a) (1), "Dust and Odor Control. Fugitive dust emissions generated by site operations
shall comply with 15A NCAC 02D .0540." and Permit to Operate, Attachment 3, Part VII (25) (f), "Control
measures must be utilized to minimize and eliminate visible dust emissions and blowing litter. During this
inspection, large amounts of dust were observed in the MWP area. A water truck was not in use or located at the
site during this inspection. It is recommended that a water truck be utilized to reduce the dust emissions from the
facility.
19. Please follow the Permit and approved operations plan for this facility. Changes should be submitted to
permitting before going forward. Corrective measures are necessary and should be completed within 30
days receipt of this inspection.
