PURPOSE OF SITE VISIT:

STATUS OF PAST NOTED VIOLATIONS:
1. RESOLVED: 15A NCAC 13B .0201(c) states: "No solid waste management facility shall be established,
operated, maintained, constructed, expanded, or modified without a valid permit issued by the Division for the
specified type of activity. It is the responsibility of every owner or operator of a proposed solid waste management
facility to apply for a permit for the facility. The term "owner" shall include record owners of the land where the
facility is located orproposed to be located and holders of any leasehold interest, however denominated, in any
part of the land or structures where the facility is located or proposed to be located. "

During the inspection conducted on September 23, 2021, it was discovered the permit had expired and no permit
renewal request or subsequent information had been submitted to the Division. The City of Salisbury submitted the
permit renewal application and was received by the Section on October 19, 2021. A revised permit renewal
application was received on March 7, 2022 and approved by the Section on March 29, 2022 (FID 1657750). 8006-
COMPOST-2015, Salisbury Grants Creek Compost Facility, Permit Approval To Operate was issued April 6, 2022
(FID 1657763). Therefore, this violation is considered resolved.
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
The facility is permitted as a Large Type 1 Solid Waste Compost facility.
Proper signage was observed at the entrance to the facility.
The facility is secured by a gate at the entrance to the facility.
All access roads were in good operational condition.
The facility only accepts wastes that are generated by the City of Salisbury.
A copy of the current permit and operations plan is kept on -site in a plastic document box.
The facility currently has 10 rows in the upper section and 15 in the lower section.
Ten compost windrows located in the upper section.

8. Finished compost is moved to the distribution pile.
9. The facility is well maintained.
10. No prohibited wastes were observed.
11. No standing water or leachate were observed.
12. No objectionable odors were observed.
13. Certified Operator: Danny Rogers — North Carolina Certified Compost Program Manager expires 3/31 /2027.
