Re: Submission of Quarterly Progress Report Pursuant to Consent Order Paragraph 28
Dear Ms. Masemore,
Chemours is pleased to submit the enclosed quarterly progress report, as required under
paragraph 28 of the Consent Order entered by the Superior Court for Bladen County on February
25, 2019. This quarterly progress report details the work and activities undertaken and
completed pursuant to the Consent Order and Addendum for the period from January 1, 2022 to
March 31, 2022.
During the first quarter of 2022, Chemours continued its comprehensive work to
implement the projects set forth in the Consent Order and Addendum. Significant actions
undertaken during this quarterly reporting period include:
Chemours continued to operate its thermal oxidizer facility, which is destroying over
99.99% of all PFAS air emissions routed to it.
All of Chemours’s process wastewater continues to be captured and safely disposed of
off-site or recycled internally within several manufacturing processes.
Significant work continues to reduce the remaining PFAS loadings from surface water
and groundwater to the Cape Fear River, pursuant to both the Consent Order and
Addendum. During the first quarter, Chemours continued operation of the capture and
treatment system for the Old Outfall (Outfall 003), the flow-through cell systems for
Seeps A, B, C, and D, as well as the Monomers/IXM stormwater capture and treatment
system. Chemours also continued to perform mass loading sampling, submitted mass
loading modeling results, and took actions in furtherance of the forthcoming barrier wall
and groundwater extraction and treatment system for onsite groundwater, including
submission of the 90% Design Report and performance of construction activities.
Chemours continues to provide replacement drinking water supplies to qualifying
residences and other private well users. Approximately 2800 residences are receiving
bottled water, and whole building or under sink filtration systems have been installed at
over 3300 residences. Additionally, Chemours is proceeding with implementation of its
2
September 2021 agreement with Bladen County to fund public water system upgrades
and connections associated with providing permanent replacement drinking water
supplies under the Consent Order. Chemours is also proceeding with implementation of
a sampling and drinking water plan for New Hanover, Brunswick, Columbus, and Pender
Counties.1
We are focused and intent on ensuring that the implementation of the Consent Order and
Addendum continues to proceed in the same manner.
If you have any questions or need any additional information concerning this report, or
the Consent Order implementation generally, please contact me at Dawn.M.Hughes-

Sincerely,
Dawn M. Hughes

Quarterly Progress Report
1 The last section of the enclosed quarterly progress report provides details on the sampling program for these four
counties. For purposes of this submission, as similarly noted in prior letters to DEQ, Chemours is not disputing that
paragraph 24 of the Consent Order and related paragraphs apply to private wells in the four counties but reserves its
ability to raise such matter.
