Re: Submission of Quarterly Progress Report Pursuant to Consent Order Paragraph 28
Dear Ms. Masemore,
Chemours is pleased to submit the enclosed quarterly progress report, as required under
paragraph 28 of the Consent Order entered by the Superior Court for Bladen County on February
25, 2019. This quarterly progress report details the work and activities undertaken and
completed pursuant to the Consent Order and Addendum for the period from October 1, 2021 to
December 31, 2021.
During the fourth quarter of 2021, Chemours continued its comprehensive work to
implement the projects set forth in the Consent Order and Addendum. Significant actions
undertaken during this quarterly reporting period include:
Chemours continued to operate its thermal oxidizer facility, which is destroying over
99.99% of all PFAS air emissions routed to it.
All of Chemours’s process wastewater continues to be captured and safely disposed of
off-site or recycled internally within several manufacturing processes.
Significant work continues to reduce the remaining PFAS loadings from surface water
and groundwater to the Cape Fear River, pursuant to both the Consent Order and
Addendum. During the fourth quarter, Chemours continued operation of the capture and
treatment system for the Old Outfall (Outfall 003), the flow-through cell systems for
Seeps A, B, C, and D, as well as the Monomers/IXM stormwater capture and treatment
system. Chemours also continued to perform mass loading sampling, submitted mass
loading modeling results, and took actions in furtherance of the forthcoming barrier wall
and groundwater extraction and treatment system for onsite groundwater.
Chemours continues to provide replacement drinking water supplies to qualifying
residences and other private well users. Approximately 2700 residences are receiving
bottled water, and whole building or under sink filtration systems have been installed at
approximately 3000 residences. Additionally, Chemours is proceeding with
implementation of its September 2021 agreement with Bladen County to fund public
2
water system upgrades and connections associated with providing permanent replacement
drinking water supplies under the Consent Order.
We are focused and intent on ensuring that the implementation of the Consent Order and
Addendum continues to proceed in the same manner.
If you have any questions or need any additional information concerning this report, or
the Consent Order implementation generally, please contact me at Dawn.M.Hughes-
