(BLE) Proposal Number J21-9378-28 (dated January 7, 2022), we are pleased to submit this report to
Buncombe County and SCS Engineers, PC (SCS). The purpose of this scope of service was to provide
abandonment and reporting services for the piezometers in the MSWLF Cell 7 and CDLF Phase 7 expansion
areas as required in the facility's water quality monitoring plan (WQMP) and Rule 15A NCAC 2C .0113(b).
This report includes a summary of the project information, scope of services performed, and results.

1.0 PROJECT INFORMATION
The subject 654-acre landfill site is located in Buncombe County, North Carolina, approximately nine miles
north of the city of Asheville with a physical address of 81 Panther Branch Road in Alexander, North Carolina
(Figure 1). Buncombe County owns and operates a Subtitle D MSWLF, which includes Cell 1 through Cell
6 and a CDLF consisting of Phase 1 through Phase 6. Currently, Cell 6 of the MSWLF and Phase 6 of the
CDLF are the active waste units. MSWLF Cell 7 and CDLF Phase 7 have been permitted for construction
and MSWLF Cells 8 through 10 are planned (but not permitted) for future expansion.
Buncombe County intends to expand the existing MSWLF and CDLF by constructing the next planned
expansion areas designated Cell 7 and Phase 7 respectively. SCS has been retained by Buncombe County to
prepare plans for construction of Cell 7 and Phase 7 as required under North Carolina's Solid Waste
Management Rules.
Eighteen (18) piezometers (BC-106, BC-214, BC-719 through B-730, and B-902) were located within the
landfill's Cell 7 and Phase 7 expansion areas or limits of disturbance (Figure 2). All eighteen (18)
piezometers were abandoned in general accordance with the WQMP and Rule 15A NCAC 2C .0113(b)
prior to construction of the waste units.
This report documents the abandonment services for the piezometers as required in the facility's WQMP.
2.0 SCOPE OF SERVICES PERFORMED
Piezometer abandonment was performed by a licensed driller from Geologic Exploration, Inc. of Statesville,
North Carolina, under the supervision of a geologist from BLE. The eighteen (18) piezometers were
abandoned between March 3-17, 2022, using a Diedrich D-120 ATV -mounted drilling rig.
The abandonment procedures for each piezometer consisted of the following:
1. Locate each piezometer in the field.
2. Measure the total depth and check for obstructions using a weighted tag line (each location was found
to be not obstructed prior to abandonment).
3. Tremie grout the PVC casing continuously from the bottom of the casing to bedrock surface.
4. Over -drill the location with hollow stem augers to the total depth of the piezometer or to the top of
bedrock (auger refusal).
5. Backfill the resulting borehole with a bentonite slurry or bentonite chips that were hydrated in lifts.
A North Carolina well abandonment form (Form GW-30) for each piezometer is attached to this report
(Appendix A). Piezometer locations are shown on Figure 2.

3.0 RESULTS
Eighteen (18) piezometers have been permanently abandoned in or near the Cell 7 and Phase 7 expansion
areas. The abandonment activities performed were in general accordance with the WQMP and Rule 15A
NCAC 2C.0113(b). The piezometers identified in this report, which were within the limits of disturbance for
the Cell 7 and Phase 7 areas, have been abandoned in advance of landfill construction.
4.0 QUALIFICATIONS OF REPORT
The activities and approaches used in this project are consistent with those normally employed for services of
this type. Our services have been performed based on our understanding of the site and project information
and the observations made during our work.
This report has been prepared on behalf of and exclusively for the use of SCS and Buncombe County, North
Carolina. This report and the findings contained herein shall not, in whole or in part, be used or relied upon by
any other party without BLE's prior written consent.
