PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - This Facility has several Locking gates and fencing for security. 02 - Signage is posted and has required information. 03 - Roads are constructed off all-weather materials and are maintained. 04 - Facility is permitted to receive waste from Edgecombe, Nash, Halifax, Wilson, Martin and Pitt Counties. 05 - The Waste from this Transfer Station is permitted to be taken to The East Carolina Regional Landfill (08-03) and/or to Sampson County Disposal, LLC (82-02). 06 - This facility has 3 Certified Transfer Station Operations Specialist: Travis D. Hudson: expires 12/08/2024, Gloria A. Moseley: expires 10/20/2023, and Brandon Kelly, expires 7/9/2024. 07 - Facility has 4 loaded trailers and 1 empty trailer stored on-site during this inspection. 08 - 1 trailer (#178) had leachate leaking on the bottom. A containment tub was placed under the leak. 09 - The windblown trash is being managed better and minimal was noted during this inspection. 10 - There was windblown trash that had been mowed over and spread. Staff was picking this up. 11 - Facility may want to know the schedule of the mowing as to prevent the amount of waste generated when trash is mowed over. 11 - The tipping floor looks good during operating hours today. 12 - Behind the push walls were clean and free of debris. 13 - Leachate system appears to be working properly and storage tanks have plenty of storage. 14 - Last removal of leachate from the leachate tanks were on 3/7/22 & 4/4/22. 15 - Transfer Station screening records were reviewed and found to be up to date. 16 - Incoming load receipts were not reviewed. 17 - Pesticide Container Building is almost full. 18 - Site has a convenience center and is clean and being operated well. Directional signage present. 19 - Digital pictures were taken during this inspection and several are attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
