STATUS OF PERMIT:
Active Life of Site Permit (PTO) 3301-CDLF-1997 issued on July 14, 2020, and expires December 30, 2057 and combined with New (PTC & PTO) 3301-COMPOST-2020 issued July 14, 2020 and expires July 14, 2030. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: Corrective Action in Process. OBSERVED VIOLATIONS:
No new observed violations were noted during this inspection.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENT 01 - This Life of Site Permit approves the continued operation of the C&DLF Unit phases 1-9 and 3301-COMPOST-2020. The Permit to Operate for the Edgecombe County C&DLF was recorded in the Edgecombe County Register of Deeds on April 07, 2010 in Deed Book 1551 Pages 645-669. (DIN 10349).
02 - This facility is permitted to receive permitted waste generated in the following North Carolina counties: Edgecombe, Nash, Halifax, Wilson, Pitt, and Martin. 03 - The Minimal Cover issues have been corrected and currently, the working face is small (manageable). 04 - The primary operator (Brandon Kelly) is doing a good job and continuing to learn this operation. 05 - Facility Certified Landfill Operations Specialist: Gloria A. Moseley, expires 10/21/2023, and William Exum, expires 9/21/2023, and (primary operator) Brandon Kelly, expires 9/8/2024 06 - Please continue to keep adequate cover material on the working face so operator can cover when needing to. Seeding needs to take place on areas that will not have any waste added to reduce erosion. 07 - No leachate was noted outside of the landfill footprint during this inspection. 08 - Continue efforts to repair this leachate breakout issue. 09 - Gloria Moseley, Solid Waste Director has kept John College informed of all the progress made to resolve the NOV for this facility. 10 - Another inspection will be conducted to resolve this NOV and send Edgecombe County a Resolution Letter
for confirmation as was also stated in the last inspection report. 11 - New directional signage has been added to the landfill working face. 12 - The scrap tire area is being managed well. 13 - Continue efforts to get Yard Waste Area back in good shape. Grinding company has been scheduled to come to grind the yard waste into mulch. 14 - Facility will be using the mulch for 50/50 soil/mulch cover on this C&DLF. 15 - Scrap metal is being scheduled to be removed. Loader has broken rear axle. White goods with containing CFC are all upright. 16 - Screening records were available and reviewed. Found up to date. 17 - Overall facility is being managed well. 18 - Digital pictures were taken during this inspection and several are attached to this report.
