Summary: Observed risers in portions of former mill building where concrete slab was
previously poured, and sub-slab suction lines within future retail spaces. Assisted Excell
locate sub-slab monitoring points covered with concrete within former mill building
which were uncovered during the site visit (Photo 2).
The northern retail tenant pour-back area will need soil/concrete removed from around
the suction piping, clean stone installed around and above the VIMS piping, and the VIMS
barrier installed (Photos 4 & 5). Additional stone, and VIMS barrier installation will be
required for the other retail spaces within the building (Photo 6).

No risk to the public observed at the time of the site inspection. As building shell is
closed in with windows and doors (Photo 4), pour-back areas will need additional stone
applied, and VIMS barrier installed to prevent potential off-gassing to building interior
(Photos 4 & 5).

V. PHOTOGRAPHS
Photo 1: Removing tape from monitoring point lid prior to communication test pressure
measurement.
Site inspection performed to observe monitoring point location activities, and
communication testing on western portion of former mill building. Due to a delay in the
installation and wiring of the temporary pilot test fan, DEQ personnel had to depart the
site prior to the communication test.
Based on the progress of closing in the exterior shell of the former mill building, it
appears the northern retail space (Photo 4) will be closed-in relatively soon. There are
currently no VIMS barriers within future retail spaces, and after internal DEQ discussions,
it was determined that an 8-hour indoor air and ambient air sample should be collected
from each retail space approximately two weeks after the building shell is closed in. This
indoor air sampling would be in addition to the required pre-occupancy sampling events.

Photo 2: High-end stud detector capable of detecting metal/brass through concrete. It was
used successfully to locate two monitoring points within mill building while DEQ was onsite.
Photo 3: Recording background pressure differential readings prior to vacuum communication
testing. Due to issues getting electrical service to fan, communication testing was not
performed while DEQ personnel was onsite.

Photo 4: Retail space on north side of former mill building. Area will soon be enclosed, and will
require additional stone, and concrete removal (Photo 5), before VIMS barrier installed.
Photo 5: Waste concrete poured around suction point within northern pour-back area.
Concrete will need to be removed in the vicinity of the suction line, with clean stone installed
around suction piping, with additional stone applied prior to barrier installation. Additional
concrete removal may be required for stone layer based on concrete slab thickness.
