PURPOSE OF SITE VISIT: Comprehensive Facility Inspection. Page 1 of 5 FACILITY COMPLIANCE INSPECTION REPORT Nr, OWE Q�� Division of Waste Management STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. On -site April 22, 2022, to review facility records/certifications, and inspect the Transfer Station, Treatment and Processing (T&P)/Wood Grinding area, and White Goods/Scrap Metals area. Participants from the facility included Stephen Hunter, Republic Services of North Carolina, LLC and Adam Hudgins, Republic Services of North Carolina, LLC for site operations, and Teresa Summerlin, Yancey County, for records review. 2. The facility is owned by Yancey and Mitchell Counties, managed by Yancey County, and operated by Republic Services of NC, LLC. 3. Currently, waste from the facility is transported to Foothills Environmental Landfill, Permit No. 14-03, located in Caldwell County, NC. 4. Access was controlled at the facility and proper signage was displayed at the facility entrance. 5. During this inspection, the tipping fee at the facility was $58.68 per ton. 6. The facility's operating hours are: Monday — Friday: 8:00 a.m. — 4:00 p.m.; and Saturday: 8:00 a.m. — 12:00 p.m. 7. The Permit to Operate (PTO), Operations Plan, and necessary records were available for review and well organized. 8. Monthly tonnage records for waste received at the facility were maintained. Per these records, in March 2022 the facility accepted, on average, approximately 87 tons -per -day. 9. Since the previous inspection, the facility has maintained access roads at the site (example photos #1 & #2). As discussed on -site, continue to maintain access roads at the facility as necessary. Western view of part of access road beyond Scale House towards Transfer Station that has been maintained/repaved since previous inspection. 2. Western view of part of access road located east of the Earth to Sky Park (formerly EnergyXchange) that has been maintained/repaved since previous inspection. 11. Per facility personnel, Scrap Tires are not currently accepted at the transfer facility but are collected at county convenience centers and removed on an as -needed basis by US Tire Recycling LP. Tires collected at the transfer station as unpermitted waste are removed and transported as necessary to county convenience centers by Yancey County Public Works employees. 12. The White Goods and Scrap Metals area/container, located southwest of the transfer building was maintained. Per facility personnel, all collected White Goods and Scrap Metals are hauled by Republic Services to Burnsville Metal Recycling, Inc. Refrigerants are removed by vendor personnel at the Burnsville Metal Recycling, Inc. location. 13. The Treatment and Processing/Wood Grinding area was maintained. Grinding operations are performed on an as - needed basis by a private contractor. No unpermitted waste was observed in this area. 14. Waynesville Fire and Safety performed maintenance on facility fire extinguishers in April 2022. 15. Initial waste screening is conducted at the facility Scale House. After crossing the facility scale, vehicles are directed to the transfer station. As waste is dumped directly onto the tipping floor, facility personnel perform additional waste screening. Waste screening records were reviewed from January 2021 through April 21, 2022. No issues were observed and the waste screening records appeared to be well maintained. Previous waste screening records were also available for review. As discussed on -site, continue to maintain tonnages and documentation of unacceptable waste on waste screening records to ensure the facility continues to meet the Operational Requirements in 15A NCAC 13B .0405(8)(a). 16. Continue to ensure annual training updates are provided for site staff. Per facility personnel, training is typically provided during site safety meetings. As discussed on -site, the NC Rules were readopted for Section .0400 Transfer Stations effective January 1, 2021. As discussed, continue to provide annual training for site staff and maintain documentation per the Operational Requirements in 15A NCAC 13B .0405(a)(7). 17. As discussed during this inspection, the facility maintains (pressure washes) the interior walls of the Transfer Station on a semi-annual basis, or sooner as necessary. Per facility personnel, the last semi-annual cleaning event for the facility occurred on March 19, 2022, and was conducted by WNC Wash Pro's, a private vendor. Continue to maintain the interior walls of the transfer station as necessary. During this inspection, cleaning and maintenance of the tipping floor, push walls, and truck loading bay (receiving bay) appeared to be maintained. (Note: facility pressure washer observed on -site.) As discussed on -site, the NC Rules were readopted for Section .0400 Transfer Stations effective January 1, 2021. Continue site cleaning and maintain records per the Operational Requirements inl5A NCAC 13B .0405(a)(11). Southern (upwards) view of exterior wall (receiving bay side) of Transfer Station. Maintain exterior wall(s) of Transfer Station as needed. 18. As discussed on -site, the fencing along the southwestern corner of the facility, adjacent to the White Goods and Scrap Metals area, should be repaired and maintained (photo #4). 4. Western view of damaged fence/railing along southwestern side of transfer station that should be repaired and maintained. 19. Since the previous inspection, Yancey County has continued work to implement the approved Transfer Station Floor Resurfacing Plan (FID 1258119). This necessary tipping floor repair and maintenance was conducted as submitted in the Tipping Floor Surfacing Recertification (FID 1485229) document submitted to the Section, and as observed during Page 4 of 5 D_EQ!5 A OapaMwnl Emlronmentai Oualiry FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section this inspection. This maintenance was requested in numerous inspection reports and the Section appreciates the county's efforts to maintain the tipping floor at the facility. 20. During this inspection, the leachate collection grates/drains inside the receiving bay of the transfer station appeared to be functioning effectively. Leachate is collected in one underground holding tank located on the northern side of the transfer station. Leachate is currently collected as necessary by S.T.A.T, Incorporated Service. Per facility records, S.T.A.T. was most recently at the site on April 19, 2022. During this inspection, leachate collection records were maintained and no issues were observed. 21. The receiving bay was maintained at the facility. Continue to maintain the receiving bay as necessary. 22. No unpermitted waste was observed at the facility during this inspection. 23. The trailer staging area located to the west and northwest of the transfer station was maintained. Continue to maintain the trailer staging area as necessary. 24. During this inspection, windblown material appeared to be well managed at the facility. As discussed on -site, continue daily windblown litter collection efforts at the facility. 25. Continue to maintain stormwater and surface water control measures at the facility as necessary. 26. Vector control measures appeared to be maintained at the facility. 27. Erosion control measures appeared to be maintained at the facility. 28. All photographs taken by Kris Riddle on April 22, 2022.
