Box 489, Laurinburg, NC 28353 PARTICIPANTS: David Powell, NC DEQ – Solid Waste Section Bill Lash, Scotland County Landfill Supervisor Deidra Burton, Scotland County Scale House Operator STATUS OF PERMIT: Life of Site Permit to Operate Expires December 31, 2057 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 8 ADDITIONAL COMMENTS 1. The facility is gated with proper signage. The facility access road is constructed with all-weather materials and was in good condition. Site was clean with no odors or windblown waste. Staff was picking up trash during inspection just outside tipping floor before wind spread it. Good job. SWS staff reviewed records for all facilities of the following since last visit in 10/2021: Random waste screening records, monthly waste volumes for all types, 2021 FAR, scrap tire forms, groundwater sampling for 9/2021, methane sampling for 12/2021 and 3/2022, cardboard recycling, septic hauler of leachate records, scale house fines, yard waste tonnages, TS assessment report and CDLF cover logs. Facility had newest copies of permits available onsite as well. Certified operators’ certifications were also available in office. Facility staff that have completed operator training; Bryant Higgins MOLO exp. June 15, 2022; Tim Haggans exp. October 19, 2022 LAND and April 19, 2023 TRAN; Willie Hunt exp. November 16, 2022 TRAN and October 28, 2023; Vincent Locklear exp. May 16, 2024 TRAN and Feb. 28, 2024 LAND; William Lash exp. June 13, 2022 MOLO. David Cooper exp. March 8, 2025 LAND and March 9, 2025 TRAN; George Freeman exp Sept. 22, 2024 TRAN and Sept. 21, 2024 LAND. 3. This facility is permitted to receive non-hazardous solid waste generated from North Carolina only. Structure seemed to be in good shape, including tin siding and roofing. What was viewable of floor and push walls, during operating hours, seemed in decent condition. Last visit, it was mentioned that some rebar was exposed. Be sure and maintain and repair as needed. If operations change or are halted, please inform the Section before they take place. Only one fire extinguisher was visible during inspection, and it was hung from edge of wall of tipping floor structure. Additional firefighting equipment is needed onsite and if not already present, fire extinguishers should be on each piece of equipment. Upon discussion with Mr. Lash later, he indictaed that they will add a couple additional extinguishers, one more on front at other side of wall and one at rear near back door. He also noted that there are fire extinguishers on the equipment and the trucks. Mr. Powell spoke with Mr. Higgins via phone after inspection also and discussed how the station washes down monthly. Tipping floor should be washed to meet 15A NCAC 13B .0405 (a) (11). Mr. Higgins indicated they use a hydro seeder with a large tank and they also have a roll off capable tank of 2500 gallons that they can use by filling with a water hydrant nearby. The only other options for having water at the station would be to run a water line a very long way or put down a well. This is an issue mentioned as needing to be addressed in the Transfer Station Assessment Report/Comments. 6. All scrap tires received at this facility are transported to Central Carolina. Two 18-wheeler trailers are used onsite for tires, provided by Central Carolina Tire. 7. The leachate is pumped by septic hauler, Cooper Septic, about once every few months now and then is transported to the City of Laurinburg’s wastewater treatment plant. Leachate tanks were pumped during site visit. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 6 of 8 8. Trailer storage area was in good shape. Only one small leak in a trailer with a leachate collection tank under it. Good job. A trailer was discovered leaking by onsite staff, once it had left trailer loading bay at station and before was hauled away and/or stored in trailer area, they stopped and used the leachate collection tanks to capture leachate with very little spillage. Good job. Be sure and address any leaks before driving down highway and causing leachate discharge and or traffic violations on highway. There were many landfill gas and water monitoring wells were inspected surrounding the facilities at Scotland County site. LFG 2, LFG 4, LFG 5, MW 4, MW 6, LFG 9, GP 6, and LFG 8 were visited. Names, with information plates and locks were visible on all. Good job. Be sure to keep a check on this. Sometimes someone who does sampling forgets and leave it unlocked or a mower may hit and damage the construction.
