BACKGROUND A Landfill Gas Remediation Plan (LFGRP) was submitted to the North Carolina (NC) Department of Environmental Quality (DEQ) by Smith+Gardner (S+G) on July 26, 2021 and was approved by the NC DEQ on August 2, 2021. As proposed in the LFGRP, the installation of a vent in the berm adjacent to LFG-2A and re- grading the area to promote better drainage began on July 23, 2021. Golder installed two additional vents in the vicinity of LFG 2A on September 13, 2021. S+G submitted a Landfill Gas Remediation System Construction Record and Update Report to the NC DEQ on November 4, 2021. The installation of an additional landfill gas monitoring probe (IP-1) between the landfill was unit and LFG-2A was proposed in this report. The probe was installed by S+G in December 2021. S+G submitted a Landfill Gas Remediation System Update Report to the NC DEQ on February 23, 2022. The report proposed that LFG-2 should replace LFG-2A and that LFG-2A should be excavated, which was approved by the NC DEQ on February 25, 2022. PRE -EXCAVATION ACTIVITIES On March 30, 2022, prior to beginning the excavation of LFG-2A, methane was measured at LFG-2A and the surrounding landfill gas probes and vents using a Landtec° GEM5000 landfill gas monitoring instrument. The results are summarized below. Golder Associates NC, Inc. 5B Oak Branch Drive, Greensboro, North Carolina, USA 27407 Engineering Lic. No. C-2862/Geology Lic. The boring log is included as an attachment for reference. Facility personnel excavated LFG-2A on March 30, 2022 under the oversight of a Golder geologist. The excavation was performed with a Caterpillar° 320 excavator. The surface completion, which included the steel protective casing and the concrete apron, was removed. The excavated soils were screened with a Honeywell MiniRAE 3000+ photoionization detector (PID) and a Landtec° GEM5000. The initial excavation was completed to approximately 15 ft bgs to remove the well construction materials. Soil screening readings from the PID between ground surface and 12 ft bgs ranged from approximately 0.4 to 6.4 parts per million (ppm). Soil screening readings from the PID between 12 and 15 ft bgs ranged from approximately 0.4 to 0.6 (ppm). Methane was not detected at any soil screening interval using the GEM5000. After the removal (i.e., decommissioning) of LFG-2A, the excavation was extended a bucket width (approximately 4 ft) to the east. The excavation was advanced to a depth of approximately 12 ft bgs based on the PID readings from the initial excavation. Soil screening readings from the PID between ground surface and 12 ft bgs ranged from approximately 0.0 to 0.6 ppm. Based on the PID readings, the excavation was not extended any further to the east. Next, the excavation was extended a bucket width to the west to a depth of approximately 12 ft bgs. Soil screening readings from the PID between ground surface and 12 ft bgs ranged from 1.0 to 30.0 ppm. The excavation was extended approximately 17 ft further to the west a bucket with. Soils continued to be screened at regular intervals and readings from the PID between ground surface and 12 ft bgs ranged from approximately 0.5 to 27.2 ppm. The excavation was extended an additional bucket width to the west and the PID readings ranged from approximately 0.0 to 7.0 ppm. A summary table of ranges of PID readings for the initial excavation and for each bucket width the excavation was extended is presented below. %\til) GOLDER Joseph Santangelo, Regional Environmental Compliance Manager Project No. 2013788122.500 GFL Environmental Inc. April 27, 2022 Table 2 - PID Readings of Excavated Soil The excavation was terminated based on the PID readings and because the excavator would not be able to continue without the removal of trees. The total dimensions of the excavation were approximately 14 ft wide and 30 ft long (east to west) with a depth of approximately 12 ft bgs except at LFG-2A, which extended to 15 ft bgs. The soil removed from the excavation was hauled to the landfill and soil from the borrow area was used to backfill the excavation. Below the depth of the berm, the soils appeared to be in -situ saprolitic soils and no staining or abundance of organic material was observed. CLOSING Based on our field observations, LFG-2A has been completely removed (i.e., decommissioned). During the excavation of LFG-2A and the surrounding soils, no obvious source of the methane concentrations observed at LFG-2A were noted. However, PID readings of the excavated soil indicate that there may have been a localized organic potential methane source that is unrelated to the waste unit.
