ADDITIONAL COMMENTS
On April 19, 2022, Chuck Kirchner met with Kent Coble and Deanna Coble Martin to conduct a comprehensive inspection of the Coble’s Sandrock, Inc. C&D Landfill on Foster Store Road in Liberty, Alamance County. 1. The facility is a construction and demolition debris (C&D) landfill. 2. The facility also conducts a yard waste (YW) management operation, a postconsumer recycled asphalt shingles (PRAS) operation (T&P), a recycled materials recovery operation, and a mobile home deconstruction operation (T&P). 3. The facility crushes concrete, mines a pre-existing land clearing and inert debris (LCID) landfill, in future Phase 4, and has a Temporary Disaster Debris Staging Site (TDDSS). 4. The new life of site permit approves the operation of Phases 1-3 and 3B (2.0 acres) and the construction of Phase 3B (3.8 acres).
5. The facility permit, site plan, and operations plan were discussed. 6. The facility is in operation Monday through Friday 7:30 am – 4:30 pm. 7. The facility is permitted to receive C&D, inert debris, land clearing debris (LCD), and (used) asphalt at the landfill area. 8. The facility has two NPDES permits. The Landfill NPDES permit effective date of July 1, 2021, expires June 30, 2026. There is also a construction General Permit No. NCG010000, effective 4/1/2019, expiration date of March
31, 2024. 9. The facility is currently accepting C&D in Phase 3B. 10. The facility commonly receives material from: Alamance, Chatham, Guilford, Orange, and Randolph Counties. 11. The facility shall not accept yard trash. 12. The following are facility certified personnel: a. Deanna Coble Martin, Certified Landfill Operations Specialist, No. LF-2013072, exp. 11/07/22 13. The facility conducts ~ 4 waste screenings a month. Waste screening records were verified for January 4, 2021 through March 30, 2022. 14. The facility maintains a record of the amount of material received. The facility received 1,666.49 tons of C&D from January 1, 2022 through March 31, 2022. 15. The facility annual report (FAR) dated July 8, 2021 was received by the SWS. Tonnage received July 2020 through
June 2021 is 14,556.24 tons. 16. The facility maintains a record of recyclable materials hauled-off. Records for January 1, 2022 through March 31, 2022 showed 993.42 tons hauled-off in that timeframe. 17. The amount of recyclable materials on site is estimated for cardboard = 0 lbs., scrap metal = 12 tons, concrete = 200 tons, crushed concrete (prepared for sale) = 6 tons, and mulch = 0 tons. No LCD was observed on site. 18. Mr. Coble stated that there is ~ 200 tons of concrete on site to be crushed/prepared for sale.
19. The facility maintains a weekly soil cover log recorded on a wall calendar. Records were verified for March 4, 2021 through March 30, 2022. 20. The working face appeared adequate, small and compact. 21. The facility shall cover solid waste with six inches of soil when the waste disposal area exceeds one-half acre and at least once weekly. Solid waste shall not be visible when covered. 22. The landfill footprint is designated by edge of waste markers. 23. Heavy winds were present during this inspection. Some windblown litter was observed around the working face. Ensure all windblown litter is returned to the working face at the conclusion of each day.
24. No windblown litter was observed along the roadside or around the edges of Phases 1-3.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

25. Phase 3B is being permitted in two sections; the first section is 2.0 acres and the second section is 3.8 acres. There is a berm and clear flagging denoting the 2.0-acre area Coble Sandrock, Inc. may operate in. All observed C&D material being landfilled was observed well within this boundary. 26. The facility maintains semiannual groundwater and surface water monitoring test records conducted by Municipal Engineering Services Co., PA and analyzed by Pace Analytical Services, Inc. Records for April 2021 and October 2021 were verified. An exceedance was noted for each monitoring event.
27. The facility maintains quarterly methane monitoring records. Records for October 2020, February 2021, April 2021, August 2021, October 2021 and January 2022 were verified. Stabilized levels of explosive gas were not detected in levels in exceedance of the applicable regulations within any of the monitored locations. 28. The facility tests for hydrogen sulfide. Records mirror methane monitoring. No hydrogen sulfide gas was detected in any of the sampling events. 29. The facility is still borrowing soil from area just east of Phase 3B.
30. Mrs. Martin stated that the facility has accepted ~10 mobile homes in 2021. 31. The facility has a conditionally approved temporary disaster debris staging site (TDDSS) at the landfill for C&D and vegetative material. The TDDSS number is: DS01-015. The site is currently inactive. 32. Three acres are allotted for the management of vegetative material associated with disaster debris within the undeveloped C&D landfill future Phase 5. 33. Demolition material associated with disaster debris shall be placed in the landfill, managed per the facility permit, operations plan, and the SWS rules. 34. The facility still has installed wooden posts and fencing encompassing an area of ~ 2.4 acres atop the Phase 1 landfill cap (primarily, the rear external side slope) to graze goats. Mr. Coble stated that the area along the side slope is difficult to mow with machinery. 35. The Snow Camp Volunteer Fire Department and/or the E.M. Holt Fire Department can be contacted to address
an emergency at the facility. 36. The facility has all-weather access roads. 37. The facility is secured by a locked gate.
38. The facility has proper signage.
