STATUS OF PERMIT:
Alleghany County was issued a Letter Closure for the subject facility on September 7, 1995.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
N/A
OBSERVED VIOLATIONS:
None observed.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. A gate was located at the entrance to the facility to prevent unauthorized access.
2. Semiannual groundwater monitoring was being performed as required. Monitoring records for 1st and 2nd
semiannual sampling events for 2019, 2020, and 2021 were verified via the Division of Waste Management
Document System.
3. Methane monitoring was being performed quarterly as required. Records for monitoring events performed on
3/12/19, 6/19/19, 8/30/19, 12/18/19, 3/9/20, 6/2/20, 9/4/20, 12/3/20, 3/25/21, 6/30/21, 9/22/21, and 12/21/21 were
verified. No exceedances above applicable standards were found.
4. The landfill was stabilized with native vegetation at the time of inspection.
5. Edge-of-waste markers consisting of PVC pipes placed over steel stakes were in place around the landfill at the
time of inspection.
6. No areas of significant settling were observed.
7. An area of standing water was observed on the west side of the landfill near the covered concrete pad designated
for storage of white goods and scrap metal. This area should be graded to prevent water from collecting on the
landfill. All repairs must be stabilized with a groundcover sufficient to restrain erosion.
8. Tall brush and small trees were growing on the southern portion of the landfill which can prevent a thorough
inspection of the area. Please ensure all tall brush is cut back to allow for a thorough inspection of the area.
