PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: None
OBSERVED VIOLATIONS: 15A NCAC 13B .0542 OPERATION PLAN AND REQUIREMENTS FOR C&DLF FACILITIES (f) 2&3 & (g): See below 13 & 14. Rule sent along with this inspection report.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
01 - Life of Site Permit issued April 08, 2018.
02 - Facility has a locking gate and fencing for security. Entrance signage has required information. Traffic signs have been installed. 03 - Roads are constructed of all-weather construction. 04 - New Landfill signs have been installed and looks good. Some Edge of Waste Markers still needs to be replaced. Please install Permanent Edge of waste markers. Has temporary signage currently for Edge of Waste. 05 - This facility has 6 Certified Landfill Operators: Justin Harrison, expires 9/27/2022, Johnny Rascoe, expires 12/6/2024, Kimley Brown, expires 9/27/2022, William Brown, expires 8/21/2023, Elizabeth Daniel, expires 8/21/2023
and Ronald Brownfield, expires 10/19/2022. 06 - Incoming load receipts have required information. 07 - Screening records were reviewed and up to date.
08 - Cover records were reviewed. 09 - Groundwater sampling results reviewed. Dated 10/4/2021. 10 - A new borrow pit is being worked on for cover material and clay for the new cell of this C&DLF.
11 - The working face is getting too large. This can add to the windblown trash issue and adequate covering. 12 - Non-conforming waste was not an issue at the C&DLF working face.
13 - Windblown trash was an issues during this inspection. 14 - Facility had exposed waste that that was in need of covering.
15 - The last storm water samples were taken,2/9/22 and 11/3/21. 16 - Monitoring Wells were locked and tagged with construction information. 17 - Scrap tires are being laced into a covered box trailer.
18 - White Goods & Scrap metal area is being managed well. Needing removal soon. 19 - Electronics are being managed well. 20 - Digital pictures were taken during this inspection.
