The approximate 500-gallon UST was formerly used to fuel the farm house onsite heating system. Describe surrounding property use (for example, residential, commercial, farming, etc.); Surrounding properties consist of primarily residential establishments. 4. Describe site geology/hydrogeology; The subject site is located in the Charlotte Belt of the Piedmont geologic ' province of North Carolina. The 1985 Geologic Map of North Carolina indicates this area as being underlain by metavolcanic rock. Partially weathered subsurface materials are generally referred to as saprolite. ' Saprolite thickness may vary in depth from a few feet near bedrock outcrops to over 100 feet. Groundwater was not encountered during closure activities. Based on previous assessment reports completed for sites within the area, groundwater is located at approximately 30-fbgl across the site and flows ' in a western direction. 'Ill. Closure Procedures A. Describe preparations for closure including the steps taken to notify ' authorities, permits obtained and the steps taken to cleanup and purge the tanks; ' A Notice of Intent: UST Permanent Closure or Change -In -Service form (GW/UST-3) was not required for removal of this UST. ' B. Note the amount of residual material pumped from the tank(s); The initial UST removal was completed by the UST owners and no residual fuel ' was reported as removed from the UST. C. Describe the storage, sampling and disposal of the residual material; None reported. � 1 D. Excavation; ' Note: Refer to the "Groundwater Section Guidelines for the Investigation and Remediation of Soils and Groundwater" on limiting excavations. The Trust Fund will not pay for excessive excavation unless it is justified and I verified by laboratory results. Describe excavation procedures noting the conditions of the soils and the dimensions of the excavation in relation to the tanks, piping, ' and/or pumps; UST closure activities were conducted at the site on March 31, 2008. The ' side dimensions of the excavation following the removal of the UST was measured to be approximately 6-feet x 10-feet with a total depth of approximately 10-fbgl (see Figure 2). The soils stockpiled during ' excavation activities were removed as necessary for removal of the UST, initially no soils beyond five feet of the tanks were removed for disposal as detailed in the NCDENR's Underground Storage Tank Section Guidelines 1 for Site Checks, Tank Closure and Initial Response and Abatement, dated March 1, 2007 and any subsequent revisions. 2. Note the depth of tank burial(s) (from land surface to top of tank); ' The UST was located approximately 5-fbgl. 3, Quantity of soil removed; Q ty , ' Approximately 8-tons of soil was removed during the excavation activities of the UST, stockpiled on -site and disposed of at an offsite facility. Following collection of the samples from beneath the UST, elevated levels ' of organic vapors were observed during field screening activities. Excel proceeded with over -excavation activities until screening results suggested impacted soils had been removed. Approximately 49.2 total tons of contaminated soils were removed and disposed of by Environmental Soils Incorporated located in Lattimore, North Carolina. 4. Describe soil type(s); ' Native or residual soils encountered during closure activities (materials sampled) were observed to be brown to reddish brown in color consisting of a silt -clay mixture (CL). ' 5. Type and source of backfill used; Backfill soils were brought to the site in order td return the site back to ' grade. E. CONTAMINATED SOIL 1. Describe how it was determined to what extent to excavate the soil; Excel Civil & Environmental Associates, PLLC ' Initial Abatement Action Report Page No. 5 Overcash Family Property Kannapolis, North Carolina Excel No. 28007 ' An OVA meter was used to screen the soil samples removed from the excavation pit. The over -excavation activities reached a total depth of approximately 12-fbgl within the area of the former UST. 2. Describe method of temporary storage, sampling and ' treatment/disposal of soil; Soils were stockpiled on -site prior to excavation activities, at which time ' both stockpile soils and suspected contaminated soils were loaded directly into a dump -truck for offsite disposal. No stockpile soil samples were collected due to the direct disposal of all excavated materials. III. Site Investigation A. Provide information on field screening and observations, include methods used to calibrate field -screening instrument(s); ' Initial soil samples were collected from beneath the UST and following over - excavation activities soil samples were collected from the sidewalls and base of the excavation. All soil samples were screened during assessment activities as part of Excel standard operating procedures for UST Closures. OVA meter readings from these soils ranged from < 1 to 300 parts per million (ppm). The OVA meter is calibrated at the beginning of any field activities in which the equipment will be used by Excel Personnel. ' B. Describe soil sampling points and sampling procedures used; ' Two (2) initial soil samples were collected from beneath the UST based on the overall length of the tank. Additional soil samples were collected from the sidewalls and base of the excavation in accordance with the NCDENR UST ' Closure Policy Guidelines (refer to Figure 3). Soil samples for laboratory analysis were preserved and packed into approved ' sample containers, st ed in a chilled cooler, and submitted to a North Carolina certified laboratory. he samples collected from the sidewalls and base of the excavation were analyzed for volatile organics by EPA Method 8260, semi - volatile organics by EPA Method 8270, MADEP VPH and MADEP EPH. Soil samples collected from directly beneath the UST were analyzed for Total ' Petroleum Hydrocarbons, Gasoline and Diesel Range Organics by EPA Method TPH-5030 and TPH-3550, respectively. ' C. No groundwater was encountered during the excavation. Quality Control Measures Describe sample -handling procedures including sample preservation and transportation; After collection, samples were placed in laboratory -supplied containers and labeled. The samples were then placed in an ice filled cooler for preservation and transported to the laboratory for analysis. Describe decontamination procedures used; The decontamination procedures outlined below are used for field equipment (e.g., hand augers, split spoon sampling device, trowels) that come into direct contact with the material being sampled and that is used more than once at a particular site. No equipment was utilized during the UST closure sampling activities. To reduce ' the risk of cross contamination, new disposable latex gloves were worn during each sample collection. Describe time and date samples were collected and date submitted to lab; Soil samples were collected at the site at 1603 and 1605 on March 25, 2008 and between 920 and 941 on April 14, 2008. The soil samples were logged into the laboratory on March 25 and 14, 2008 (see Appendix B). Describe samples collected for quality control purl6oses (e.g. duplicates, ' field blanks, trip blanks, etc.). Investigation Results Describe results of Site Sensitivity Evaluation (SSE), (if SSE was not ' conducted, explain why not) The subject property appears to be primarily served by private well service. On ' April 14, 2008, Excel personnel conducted a reconnaissance for potable wells within 1,500 feet of the site; five were identified during the vehicle reconnaissance. The nearest surface water body is Afton Run which forms the ' western subject property line... In addition, any underground utilities such as storm sewer, sanitary sewer, water lines, etc., are typically considered potential vapor collection points and conduits for vapor/contamination travel. Describe methods of analyses used (include U.S. EPA method number); Two (2) soil samples were collected from beneath the UST, one from beneath ' the associated product piping and analyzed for TPH-5030 and 3550. ' Four (4) soil samples were collected from the sidewalls and one (1) from the base of the excavation and analyzed for volatile organics by EPA Method 8260, semi -volatile organics by EPA Method 8270, MADEP VPH and MADEP EPH. ' Describe analytical results for samples; discuss in relation to site -specific cleanup level or action level, as appropriate; ' The soil samples (S-1 and S-2) collected from beneath the 500-gallon UST (SS- 1) were found to be above NCDENR action levels of 10 ppm for both TPH-GRO & DRO analysis. The soilsample (S-3) collected from beneath the product piping was found to be below the ion levels. Analytical results for soil §amples collected from the sidewalls and base of the ' excavation were found to be below the applicable Soil -to -Water Maximum Soil Contaminant Concentrations (MSCCs) for all constituents. Laboratory analytical results for the soil samples are presented in Table 3 and Table 4, respectively, with the analytical laboratory report presented in Appendix B. A completed GW/UST-2 form is also included in Appendix A. Conclusions and Recommendations Include probable sources of contamination, further investigation or remediation tasks, or whether no further action is required; Based upon the information in this report, it appears that the soils at the Overcash Family Property facility located at 5009 Kannapolis Parkway, Kannapolis, North Carolina, do not contain levels of petroleum hydrocarbons which exceed the applicable Soil -to -Water MSCCs. Therefore at this time based on the information in this report we recommend No Future Assessment be conducted at the subject site. Limitations ' This report is based on a limited number of soil samples and chemical analyses. The conclusions presented in this report are based only on the observation made during this investigation and on data provided by others. The report presents a description of the ' subsurface conditions observed at each excavation location during this investigation. Subsurface conditions may vary significantly with time, particularly with respect to groundwater elevations and quality. Conclusions and recommendations set forth herein are applicable only to the facts and conditions described at the time of this report. In performing its professional services, Excel uses that degree of care and skill exercised under similar circumstances by members of the environmental profession practicing at the same or similar locality under similar conditions. The standard of care shall be judged exclusively as of the time these services are rendered and not according to later standards. In addition to the EPA qualifiers adopted by ESC, we have implemented ESC qualifiers to provide more information pertaining to our analytical results. Each qualifier is designated in the qualifier explanation as either EPA or ESC. Data qualifiers are intended to provide the ESC client with more detailed information concerning the potential bias of reported data. Because of the wide range of constituents and variety of ' matrices incorporated by most EPA methods,it is common for some compounds to fall outside of established ranges. These exceptions are evaluated and all reported data is valid and useable unless qualified as 'R' (Rejected). Definitions ' Accuracy - The relationship of the observed value of a known sample to the true value of a known sample. Represented by percent recovery and relevant to samples such as: control samples, matrix spike recoveries, surrogate recoveries, etc. Precision - The agreement between a set of samples or between duplicate samples. The quality control samples include a method blank, a laboratory control sample, and the matrix spike/matrix spike duplicate analysis. If a target parameter is outside the method limits, every sample that is effected is flagged with the appropriate qualifier in Appendix B of the analytic report. Method Blank - an aliquot of reagent water carried through the entire analytic process. The method blank results indicate if any possible contamination exposure during the sample handling, digestion or extraction process, and analysis. Concentrations of target analytes above the reporting limit in the method blank are qualified with the "B" qualifier. Laboratory Control Sample - is a sample of known concentration that is carried through the digestion/extraction and analysis process. The percent recovery, expressed as a percentage of the theoretical concentration, has statistical control limits indicating that the analytic process is "in control". If a target analyte is outside the control limits for the laboratory control sample or any other control sample, the parameter is flagged with a 11J4" qualifier for all effected samples. Matrix Spike and Matrix Spike Duplicate - is two aliquots of an environmental sample that is spiked with known concentrations of target analytes. The percent recovery of the target analytes also has statistical control limits. If any recoveries that are outside the method control limits, the sample that was selected for matrix spike/matrix spike duplicate analysis is flagged with either a 11J5" or a 11J611. The relative percent difference (%RPD) between the matrix spike and the matrix spike duplicate recoveries is all calculated.
