Dear Sirs:
The NC Division of Waste Management has reviewed your application to renew Septage Detention and
Treatment Facility permit, SDTF-07-06, in Beaufort County. Your application has been approved in
accordance with NC Septage Management Rules and your permit, SDTF-07-06, is enclosed. This permit
covers the use of five (5) steel tanks for the storage of domestic septage, grease septage, and portable
toilet waste as stated within Permit Condition 7. The five steel tanks allow for a storage capacity of about
42,600 gallons. This permit shall expire on March 18, 2032. An application for permit renewal must be
submitted ninety (90) days prior to permit expiration.
Please read the permit conditions carefully. When communicating to the Division about this permit, refer
to it as “SDTF-07-06.” Failure to operate the septage detention facility in accordance with NC Septage
Management Rules and the enclosed permit could subject you to administrative penalties of up to
$15,000 per violation per day. If you have questions concerning this permit or septage in general, please

AND TREATMENT FACILITY

is hereby permitted to operate Septage Detention and Treatment Facility with permit # SDTF-07-06 located on
US Hwy 17 in Beaufort County at approximate position 35.64604° N latitude and -77.07736° E longitude. This site is permitted only for operations that are conducted in accordance with the representations made in the approved application, with all conditions attached to this permit, and with all of the provisions of 15A NCAC
13B.0800 -- Septage Management. Failure to operate as permitted may result in the Department suspending or
revoking this permit, initiating action to enjoin the unpermitted operation, imposing administrative penalties, or
invoking any other remedy as provided in Chapter 130A, Article 1, Part 2 of the North Carolina General Statutes.
This facility is subject to periodic inspection, as deemed necessary by the Division of Waste Management, to
determine if the facility is in compliance with this permit. This permit is subject to review at least annually, or more often if deemed necessary by the Division of Waste Management, to determine if the operations
permitted are consistent with the Septage Management Rules in effect at the time of the review. Modifications
to the conditions of this permit may be made where necessary to make this permit conform to the requirements
of rules in effect at the time of the review.

CONDITIONS OF OPERATING PERMIT
1. This facility shall be maintained and operated in a manner that will protect the
assigned water quality standards of both surface and ground waters.
2. Leaks and spills are the responsibility of the Permittee and shall be immediately
contained, cleaned up, and treated to prevent any contamination of the surrounding
area. Any solids from leaks or spills shall be disposed of in a manner consistent with
the NC Solid Waste Management Rules.
3. The method for controlling odors described in the approved application for this permit
must effectively control all odors created by the operation of this facility as required
by 15A NCAC 13B .0838(g).
4. Erosion and runoff control measures shall be implemented to prevent migration of
soil or wastes off this facility. The installation of groundwater monitoring wells or a
leak detection system may be required at the discretion of the Division of Waste
Management.
5. This permit shall not affect the applicability of any statutes, rules, regulations, or
ordinances that may be imposed by other local, state, or federal government agencies
that may have jurisdiction over this facility.
6. This permit may be modified or reissued at any time to incorporate any conditions,
limitations, and/or monitoring requirements the Division deems necessary to
adequately protect the environment and public health.
7. This facility consists of five (5) above ground steel tanks: two – 14,000 gallons tanks,
one – 6,600 gallons tank, and two – 4,000 gallons tanks. The five (5) steel tanks have
a combined total capacity of approximately 42,600 gallons and shall be used for the
storage of domestic septage, grease septage, and portable toilet waste. Storage or
treatment of any liquid or solid wastes other than those specified in the approved
application for this permit is prohibited.
8. No one other than the Permittee or an employee of the firm named in this permit
may discharge septage at this detention facility unless the Division is notified and
approval is granted by the Division. Only Septage Management Firms permitted to
operate in North Carolina may receive authorizations to discharge at this facility.

9. This permit shall expire on March 18, 2032. Renewal or modification of this permit
shall be in accordance with 15A NCAC 13B .0837 (n) or (q). An application for permit
renewal shall be submitted at least ninety (90) days prior to the permit renewal date.
10. Records shall be maintained in accordance with the Septage Management Rules.
These records shall be made available to a representative of the Division upon request.
11. Any duly authorized officer, employee, or representative of the Division may, upon
presentation of credentials, enter and inspect any property, premises, or place on or
related to the facility, at any reasonable time for the purpose of determining
compliance with this permit; may inspect or copy any records that must be kept under
the conditions of this permit; or may obtain samples of groundwater, surface water,
or leachate.
12. The setbacks prescribed by 15A NCAC 13B .0838 (m) shall be maintained at all times.

As we talked about this morning, below is the information I need for renewal of SDTF‐07‐06 and SLAS‐07‐06.
For the renewal of SDTF‐07‐06, we need to confirm the storage capacity of the 5 tanks. Please measure the
tanks (length or height and diameter) and email the measurements to me.
For the renewal of SLAS‐07‐06, Questions II.4. and II.5. need a little more explanation. I have attached an
addendum. Please sign and date and email back to me.
For the renewal of SLAS‐07‐06, the most up to date nutrient management plan (NMP). Needs to be
submitted. The NMP was updated in 2012. I have attached the updated NMP. Please sign and date and email
back to me.
When reviewing the land application logs for SLAS‐07‐06, I noticed for October 2018 that 25,500 gallons was
applied to Field C. The monthly application amount for Field C for October is 12,500 gallons for which was
written above the table. No records of any applications for November 2018 was submitted. I have attached the
logs for October 2018.
