Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos were taken by Lee Hill on April 8, 2022 unless otherwise noted. 2. The facility is open to the public Monday through Friday, 7:30 am to 4:00 pm and on Saturday from 7:30 am to 12:00 pm. 3. The facility is secured by gates, fencing and natural terrain to prevent unauthorized entry. 4. Signs providing information on dumping procedures, hours of operation, permit number and emergency contact information were posted at the facility entrance. Records Review 5. SWANA Manager of Landfill Operations: • Robert Ward (expires June 13, 2022) • Wanda Payne (expires May 25, 2022) 6. SWANA Certified Landfill Operations Specialists: • Matthew White (expires March 6, 2024) • Christopher Hamby (expires June 21, 2022) • Jason Rowland (attended recertification training on March 24, 2022) 7. Tonnage records for the first three quarters of fiscal year 2021-22 were available for review. The facility disposed of 14,712 tons from July 1, 2021 to March 31, 2022. 8. The facility is approved to use a tarp for alternative cover and weekly soil cover records were available for review. 9. Waste screening forms from July 1, 2021 to April 5, 2022 were available for review. The forms showed the final disposition of any unacceptable materials that were encountered. 10. Landfill gas monitoring results were provided by email. The facility conducted monitoring on March 1, 2021, June 7, 2021, September 1, 2021, December 7, 2021 and no exceedances were noted. Operations Inspection of the MSWLF Unit (2002-MSWLF-1998) 11. The facility is currently filling in Phase 5, Cell 2. 12. Windblown litter was minimal and facility staff were actively picking up litter at the time of the inspection. 13. The access roads were of all-weather construction and were being maintained in good condition at the time of inspection. 14. The side slopes of Phases 1-4 had good vegetative cover. Some brushy vegetation was observed growing on the east and southeast side slopes. The facility removed the brushy vegetation and sent pictures at the end of the day on April 8`h 15. The working face was small, compact and no unapproved material was observed. 16. All interior and exterior slopes as well as the top of Cell 2 had good soil cover and no erosion was noted. 17. The facility utilizes a tarp for alternative daily cover and applies six inches of soil cover once per week as required. 18. The leachate pond had adequate freeboard and is connected to the Andrews Sanitary Sewer System. Operation Inspection of the White Goods, Scrap Metal, Grinding and Electronic Waste Areas 19. White goods containing refrigerants are collected and stored on the northeast side of the recycling building. All units were observed to be stored upright to help prevent unintentional release of refrigerants. 20. Scrap metal and non -refrigerant containing white goods are collected on a concrete pad located to the west of the scale house. 21. Electronics are collected, palletized and stored to the southeast of the scale house and then sent to a certified recycling company for processing. 22. The facility is permitted to receive land clearing waste as defined in 15A NCAC 13B .0101(31), dimensional lumber and wood pallets. 23. The grinding area is located to the southeast of Phase 5 and boundary markers are installed to delineate the area. No unapproved material was observed in the grinding area at the time of inspection.
