The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday
7:30 am until 12:00 pm.
4. The tipping floor was clean at the time of the inspection.
5. The cantilever portion of the tipping floor over the transfer trailer loading bay was observed to be damaged. This
cantilever portion of the tipping floor is addressed in the Transfer Station Assessment Report. The area needs to be
monitored and repaired as needed.
6. During this inspection, leachate was found to be pooling near the northern push wall drain. The drain had become
plugged with waste. Mr. Beane stated that the drain would be cleaned out once the waste had been pushed into the
transfer trailer. The exterior portion of the drain was free of waste. Ensure that the waste is removed from the
drains so that they can function properly.
7. The waste had recently been removed from the transfer trailer bay. Continue to ensure that the waste is removed
from the transfer bay at the end of the operating day.
8. The interior walls of the transfer station were covered with dirt and grime. As per 15A NCAC 13B .0405 (11), the
transfer station building shall be cleaned with a pressure washer no less than twice per year. Ensure that the
transfer station is cleaned no less than twice per year.
9. White goods and metals are being accepted for recycling. County staff haul metal to recycler two to three times a
week. A container of metal recyclables was removed from the site during this inspection.
10. The electronics recycler palletizes and wraps the electronics prior to removal from the transfer station. It is
recommended that broken CRTs and other electronics be containerized to avoid possible contamination from runoff.
11. Fencing has been placed near the northern end of the transfer station to catch windblown waste. Windblown waste
was identified near the fencing and on the grounds surrounding the transfer trailer bay. Windblown waste was
picked up during this closing inspection. Continue to ensure that the windblown waste is picked up by the end
of the day.
12. The access around the facility is stable and no soil erosion was noted.
13. Two trailers were identified to be leaking during this inspection. Buckets had been placed underneath the leaks to
contain the leachate. Mr. Beane stated that the leaking will be stopped prior to the trailers leaving the facility. It was
recommended during the inspection that the trailers be repaired to ensure that leachate would not leave the trailer.
It was also recommended that the trailers be visually inspected for defects.
