Life of Site Permit issued March 31, 2020 and will expire April 17, 2057. PURPOSE OF SITE VISIT: Partial Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is permitted to receive C&D waste generated in Harnett County. 2. The facility is fenced and is secured by a locking gate when it is not open for operation. 3. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 4. Paperwork was not reviewed during this inspection. 5. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday from 7:30 am until 12:00 pm. 6. The working face was approaching the 1/2 acre size limit. Six (6) inches of earthen material should be properly applied once weekly or when the working face reaches 1/2 acre. Mr. Beane stated during the inspection, that the working face would be covered today, after the noon closing time. Ensure that the working face is covered with six inches of soil weekly or when the working face reaches 1/2 acre in size, whichever occurs first. 7. At the time of this inspection, the waste type was identified to be construction and demolition waste. No unacceptable wastes were observed within the waste stream. 8. No areas of standing water were observed on the top of the CDLF Phase I and II. 9. No areas of erosion were observed along the side slopes of the CDLF Phase I and II. Mulch had been applied to the side slopes to help stabilize the soil until grasses could start growing. 10. Erosion rills from the recent heavy rains were observed in the future CDLF Phase IV. Some erosion was noted on the side slopes. Mr. Beane stated that the rills would be repaired prior to waste being place. Ensure that the side slopes are repaired as needed. Also, contact the Section to schedule a Pre -Operation Inspection, prior to accepting waste in Phase IV. 11. Some excess sediment previously identified in the sediment basin to the west of the CDLF had been cleaned out. However, the side walls were vertical with little to no vegetative cover. The side slopes of the sediment basin should be graded to a three horizontal to one vertical to allow for proper maintenance of the sediment basin. 12. Edge of Waste (EOW) markers were observed around the CDLF. 13. No woody or overgrown vegetation were observed on the side slopes of the CDLF. New grass was observed growing in several areas covered with mulch. 14. Several areas of bare soil were observed on the western side slope, near the sediment basin. It was recommended during the inspection that the areas be mulched and seeded to prevent further erosion in the areas. 15. A perimeter road has been established around the entire footprint of the landfill. 16. Windblown waste was observed on the side slopes of the CDLF. A worker was actively picking up windblown waste during this inspection. Ensure that the windblown waste is picked up by the end of the day. Yard Waste 17. The yard waste has been ground and windrowed. 18. The waste stream was relatively clean with minimal unacceptable wastes. A pile of unacceptable wastes was observed outside of the yard waste area. Mr. Beane stated that the waste would be moved to the either the CDLF or transfer station for proper disposal. 19. The area had received heavy rains the night prior to this inspection, which had resulted in several areas of standing water to the south of the windrows. During this inspection, the on -site attendant was pushing waste away from the standing water, so that the area could be graded to properly shed water. 20. Continue to manage the yard waste area in accordance with the permit and approved operations plan. Closed MSWLF 21. No woody or overgrown vegetation was observed on the side slopes of the Closed MSWLF. 22. The previously identified broken drainage pipe had been repaired. 23. Digital pictures were taken during the inspection.
