Except in the references, we are using DAA throughout this report instead of differentiating between the three entities that worked at this site. This is the 13t" annual report prepared in accordance with the Brownfields Agreement (BFA) entered into by the NCDEQ and Alamac on February 24, 2006 (BF# 06001-02-78). 1 2018 Annual Groundwater Monitoring Report Draper Aden Project No. 18110178-010701 Alamac American Knits LLC, Lumberton, NC January 28, 2019 2.0 BACKGROUND The Alamac facility is located in Lumberton, Robeson County, North Carolina (Figure 1). Figure 2 provides the current facility layout with groundwater sampling locations. Until the December 2006 Groundwater Monitoring Report, DAA prepared previous reports in accordance with the Water Quality Monitoring Plan (WQMP) originally submitted to the NCDEQ, Division of Water Quality, Aquifer Protection Section, Fayetteville Regional Office, approved on August 16, 1999 and modified January 29, 2001. Based on the requirements of the WQMP, Alamac conducted quarterly sampling and semi-annual reporting through the first quarter of 2004. On June 7, 2004, DEQ reduced quarterly to annual sampling and reporting. Sampling and reporting proceeded under these guidelines until the approval of the BFA in February 2006. On September 18, 2008, Ms. Lisa Taber of the NCBP agreed to reduce the number of wells being sampled by eliminating the requirement to collect samples from source area wells MW-1, MW-11 and MW-15, downgradient well MW-23, and offsite well MW-19 (Figure 2). The remaining monitoring program consists of sampling and analysis of the three recovery wells (RW-1, RW-2 and RW-3) and one offsite residential water supply well at 2237 Alamac Road, located approximately 750 feet south of the Alamac manufacturing building. Hurricane Matthew caused extensive power outages at the Alamac facility in 2016. As a result, all manufacturing and a majority of shipping operations ceased. Although manufacturing operations ceased in July 2017, the Alamac facility currently operates on a skeleton crew pending the distribution of the manufacturing goods currently in stock. Alamac has continued to maintain operation of their groundwater extraction and wastewater treatment systems since their ceasing of operation in October 2017 and has maintained both systems throughout this reporting period. The plant was subsequently affected by two hurricanes in 2018 (Hurricane Michael and Hurricane Florence) Hurricane Florence caused a power outage that lasted from September 14th through September 30th. This 2018 Annual Groundwater Monitoring Report includes the monitoring activities conducted during the annual groundwater sampling event completed on December 04, 2018. 2 2018 Annual Groundwater Monitoring Report Alamac American Knits LLC, Lumberton, NC 3.0 ENVIRONMENTAL MONITORING 3.1 Groundwater Sampling Methods Draper Aden Project No. 18110178-010701 January 28, 2019 The groundwater sampling protocol for the December 2018 event included sampling the three recovery wells (RW-1, RW-2 and RW-3) for volatile organic compounds (VOCs) and bio-geochemical parameters' and the water supply well located at 2237 Alamac Road for VOCs. DAA collected samples directly from sampling ports located on the former treatment system pad for recovery wells RW-1, RW-2 and RW-3. DAA collected the sample from 2237 Alamac Road directly from the water stream after letting the faucet run for approximately 15 minutes. DAA personnel measured the temperature, pH, specific conductivity, oxidation-reduction potential (ORP) and dissolved oxygen (DO) in the field (see Field Notes in Appendix A). DAA collected the samples in laboratory -supplied glassware, packaged and shipped under chain -of - custody control to Prism Laboratories, Inc. in Charlotte, NC, NCDEQ Certification #402 to analyze for VOCs by EPA Method 8260B. 3.2 Groundwater Results 3.2.1 Biogeochemical Parameters Field parameters recorded during the December 2018 sampling event are consistent with historical values summarized in the historical groundwater bio-geochemical parameter data for recovery wells RW- 1, RW-2, and RW-3 (Table 3-1). The current data indicates a continuing reducing environment, which assists with the remediation process, aided by the groundwater extraction system. 3.2.2 Volatile Organic Compounds in Recovery Wells Table 3-2 provides a summary of the historical VOC data, including the December 2018 samples The laboratory analytical report is included as Appendix B. Graphs depicting the historical concentrations of tetrachloroethene (PCE), trichloroethene (TCE), cis-1,2-dichloroethene (cis-1,2-DCE), vinyl chloride (VC) and total VOCs in the recovery wells are provided in Figures 3, 4 and S. Increases and decreases of PCE, TCE, cis-1,2-DCE and VC in the recovery wells can result from a combination of different factors ' Bio-geochemical parameter analysis includes field measurements of temperature, pH, conductivity, oxidation- reduction potential (ORP) and dissolved oxygen (DO). 3 2018 Annual Groundwater Monitoring Report Draper Aden Project No. 18110178-010701 Alamac American Knits LLC, Lumberton, NC January 28, 2019 simultaneously influencing concentrations. Anaerobic reductive dechlorination of PCE sequentially results in the formation of TCE, then cis-1,2-DCE from degradation of TCE, and then VC from the breakdown of cis-1,2-DCE. These transformations appear as increases followed by decreases in concentrations over time, eventually leading to cleanup as long as groundwater conditions remain conducive to biological activity. However, recovery wells physically remove contaminant mass independent of biodegradation. The drawdown around each well continues to capture new contaminants into the well the remediation system will then process. The increase seen is the result of the physical capture of the contaminant, not biotransformation. The PCE and TCE concentrations in RW-1 have continued to slowly increase over time and continues to be several orders of magnitude above the NC 2L Standards since system startup in 1999 (Table 3-2). In 2015, DAA reported PCE and TCE concentrations below their respective laboratory analytical method detection limits. Based on the recent data, it seems that the abrupt decrease in chlorinated VOC (cVOC) concentrations in RW-1 in 2015 was an anomaly, likely a result of faulty pump operation and being off- line between April and December 2015. In November 2017, the PCE, TCE, cis-1,2-DCE and vinyl chloride concentrations in RW-1 increased to the highest level since system startup. December 2018 PCE and TCE concentrations are lower and closer to historical averages. All exceedances in RW-1 are significantly higher than their respective NC 2L standard. Additionally, naphthalene was reported at 20 pg/L, which exceeds the regulatory standard of 6 pg/L. The reported concentration of naphthalene is similar to the previous three sampling events. All reported VOC's in RW-2 have decreased in concentration since the beginning of pumping, with fluctuations along the way. Since pumping began in 1999, the reported concentrations of PCE and TCE decreased by over 95%. Both PCE and TCE are at their second lowest concentrations since November 2006, which is similar to the 2016 results. Additionally, VC concentrations dropped to their lowest concentrations since sampling began. Future events will clarify if there is a significant trend in VC degradation. Cis-1,2-DCE concentrations were also lower in 2018 and appear to be part of a reducing trend. DCE has decreased by close to 78% and VC by 90% in RW-2 in the 18 years since pumping began. 4 2018 Annual Groundwater Monitoring Report Draper Aden Project No. 18110178-010701 Alamac American Knits LLC, Lumberton, NC January 28, 2019 Since 2001, RW-3 (located approximately 100 ft downgradient of the primary PCE release area), has reported between 5.6 and 15 pg/L TCE, with a current concentration of 11 pg/L. RW-3 has shown a slow but steady decline in cis-1,2-DCE concentrations from 1999 to 2009. Although there has been a 87% decrease in cis-1,2-DCE since 2000, concentrations seemed relatively stable from 2008 to 2016. The 2018 result for cis-1,2-DCE (1,500 pg/L) was the highest reported since November 2008. Vinyl chloride concentrations have also increased in 2018, with a current concentration of 180 pg/L. This increase is likely as a result of anaerobic reductive dechlorination of the chlorinated contaminants, breaking down to VC. VC concentrations have ranged from 94 pg/L to 250 pg/L since 2005 and significantly exceed the NC 2L standard of 0.03 pg/L. 3.2.3 Discussion of Groundwater Results The continuing presence of elevated concentrations of cis-1,2-DCE and VC in all three recovery wells suggests that at least a portion of the observed PCE and TCE reductions are a result of biodegradation via anaerobic reductive dechlorination. Although the biogeochemical conditions in the immediate vicinity of the pumping wells are not optimal for enhanced reductive dechlorination (i.e., elevated DO, mildly reducing ORP, and acidic pH), the data suggest that aquifer conditions away from active pumping may support modest bioactivity. • In RW-1, the reported concentration of cis-1,2-DCE has increased gradually since pumping began in 1999. DAA believes the large decrease in 2015 was probably related to the pump malfunctions, which occurred during much of that year. • Since pumping of recovery well RW-2 began in 1999, cis-1,2-DCE concentrations have decreased close to 78%. Concentrations have remained relatively stable since 2014, ranging from 6,300 pg/L to 8,200 pg/L with the current cis-1,2-DCE levels in RW-2 were reported at 6,600 pg/L, which is the second lowest concentration of DCE since sampling began. • RW-3 showed steady decline in cis-1,2-DCE concentrations from 2000 through 2008, but has remained relatively stable since 2008. The current concentration of cis-1,2-DCE (1,500 pg/L) in RW-3 remains above the INC 2L Standard of 70 pg/L. This is also true for RW-1 and RW-2. VC also remains elevated in each of the recovery wells. The reported concentration of VC in recovery well RW-1 has remained stable from the beginning of pumping through 2014, but decreased sharply in 2015 compared to historical range of concentrations. As with cis-1,2-DCE, it is likely that the large decrease is an artifact of the pump malfunction. DAA reported the continued reduction in VC in recovery well RW- 2, suggesting that complete reductive dechlorination may be occurring. The reported VC concentration 5 2018 Annual Groundwater Monitoring Report Draper Aden Project No. 18110178-010701 Alamac American Knits LLC, Lumberton, NC January 28, 2019 in RW-2 is at its lowest concertation since 1999 (250 pg/L) and appears to be part of a VC reducing trend. VC concentrations in RW-3 have decreased 83% between 2000 and 2018. The average concentration over the past 10 years is approximately 175 pg/L. Current concentrations of VC in all three wells remain several orders of magnitude above the NC 2L Standard of 0.03 pg/L. The sub -optimal removal of these biodegradation daughter products may be a result of several factors including: 1) groundwater pH is below the optimal range for enhanced reductive dechlorination; 2) elevated DO which limits anaerobic metabolism; 3) absence of the appropriate microflora in the aquifer to carry out these reactions; or 4) insufficient bioavailable organic carbon to sustain bioactivity. 3.3 Residential Water Supply Well On December 4, 2018, DAA sampled the water supply well located at 2237 Alamac Road. The field staff opened the spigot closest to the well house allowing the water to flow for approximately 15 minutes. According to the property owner, municipal water connects to the residence, while water from the supply well used for irrigation. DAA measured and recorded the bio-geochemical parameters in the field book, then collected the water sample directly into laboratory -supplied containers, and placed them in on ice in coolers. DAA then shipped the coolers using standard chain -of -custody protocol to Prism for analysis. Prism analyzed the samples for VOCs by EPA Method 8260B. The laboratory analytical results of the groundwater sample collected from the water supply well located at 2237 Alamac Road indicated that both acetone (37 pg/L) and 2-butanone (33 pg/L) were present, but did not exceed their respective NC 2L standards. Both compounds are common laboratory contaminants (U.S. Environmental Protection Agency, 1999). Table 3.2 provides a summary of the current and historical water supply well analytical results, and a copy of the laboratory analytical report and chain -of -custody record is located in Appendix B. 0 2018 Annual Groundwater Monitoring Report Alamac American Knits LLC, Lumberton, NC Draper Aden Project No. 18110178-010701 January 28, 2019 4.0 GROUNDWATER RECOVERY SYSTEM OPERATION & MAINTENANCE 4.1 Hydraulic Performance The groundwater recovery system operated with minimal interruption during 2018. Alamac removed RW-1 for repairs in March and returned it to service on 7/13/2018. Hurricane Florence caused a power outage that lasted from September 14t" through September 30t". Alamac plant personnel periodically inspected the three recovery wells that comprise the groundwater extraction system and recorded system performance measurements including the pumping rate and the cumulative volume of groundwater recovered from each well. Monthly reporting sheets are included in Appendix C. Table 4-1 provides a summary of the historical and current operational data through December 2018. Alamac personnel periodically have had to reset or replace the integrator on RW-1. Since 2012, DAA used the readings from the RW-1 flowmeter to calculate the volume removed in each period, which they add to the cumulative volume totals. Due to a meter replacement for RW-2, DAA added the previous flow meter reading of 11,484,819 gallons to each monthly totalizer reading for the 2018 reporting period to calculate the cumulative volume for all recovery wells. Extraction flow rates during 2018 were recorded in two ways: (1) from instantaneous flow rate readings from meters assigned to each recovery well, and (2) by dividing the totalizer flow meter reading for each well by the number of days (converted to minutes) of operation (i.e., average annual flow rate). As shown in Table 4-1, during the 2018, the average instantaneous flow rate for RW-1 was 1.77 gallons per minute (gpm); the average instantaneous flow rate in extraction well RW-2 was calculated to be 3.36 gpm; and the average instantaneous flow rate from extraction well RW-3 was 6.15 gpm. From startup in 1999 through December 1, 2018, approximately 107.85 million gallons of groundwater have been extracted, treated in the on -site wastewater treatment plant (WWTP), and discharged through a permitted NPDES point. This total volume includes approximately 5.04 million gallons extracted in 2018, which is a .31 million gallon increase from the total volume extracted in 2017. The total recovery amount is typically even higher. Reduced recovery was a result of RW-1 being off-line from March 9t" to July 13tn Additionally, all recovery wells were off-line for 16 days due to Hurricane Florence in September. The average instantaneous flow rate for all three recovery wells during 2018 was 11.28 gpm. The 7 2018 Annual Groundwater Monitoring Report Draper Aden Project No. 18110178-010701 Alamac American Knits LLC, Lumberton, NC January 28, 2019 instantaneous and average annual recovery rates at the recovery wells in 2018 are similar to those recorded in preceding years, indicating consistent operation throughout the reporting period. 4.2 Volatile Organic Compound Removal and Disposal To estimate the mass of VOCs removed from groundwater via the recovery system, the volume of water extracted from each well during the reporting period was multiplied by the concentration of total VOCs in the groundwater recovered from the well on the sampling date. During the 2018 reporting period from November 27, 2017 through December 4, 2018 (based on sampling dates), a total of approximately 179 pounds (Ibs) of VOCs were removed from the groundwater (Table 4-2). This is a 49% increase from the previous year. Individually, since pumping began, RW-1 has collected and discharged 1,183 Ibs; RW- 2 has collected and discharged 1,676 Ibs and, RW-3 has extracted and discharged 1,598 Ibs of VOCs. Altogether since pumping began on November 8, 1999, a conservative estimate of approximately 4,457lbs of VOCs have been removed from the treatment area via the recovery well network. Figures 3b, 4b and 5b plot the mass of cVOCs removed each year from RW-1, RW-2 and RW-3, respectively, and the cumulative total mass removed by each well since startup. The data in Tables 3-2 and 4-1 indicate that the decreased cVOCs and lower extraction rates in RW-1 in 2018 (from 2.25 gpm in 2017 to 1.77 gpm in 2018) resulted in decreased removal of cVOCs. As mentioned, this is due to do RW-1 being out of service for approximately four months. RW-2 has continued to extract groundwater at pumping rate of 0.92 to 3.65 gpm since pumping began, with an average of 3.36 gpm during 2018. In RW-2 the effectiveness of the mass removal of cVOCs has remained steady. RW-3 has continued to extract groundwater at a pumping rate from approximately 2.6 to 9.97 gpm since pumping began and had an average of 6.15 gpm during this reporting period. The higher pumping rate in RW-3 has resulted in effective extraction of contaminant mass from this well even though the total cVOC concentration in the groundwater pumped from it is historically much lower than in RW-1 and RW-2. . The rgroundwater pumped from the three recovery wells discharges directly to the on -site wastewater treatment plant (WWTP). Alamac operates the WWTP under a National Pollutant Discharge Elimination System (NPDES) permit and monitors the effluent quality at the outfall in accordance with the permit. Alamac has collected and analyzed effluent samples that discharge to the outfall since 1999, even though 0 2018 Annual Groundwater Monitoring Report Alamac American Knits LLC, Lumberton, NC Draper Aden Project No. 18110178-010701 January 28, 2019 it was not required by the WQMP or under the current BFA.. Alamac provided DAA with the wastewater analyses provided by Microbac Laboratory in Fayetteville, NC on samples collected on March 20, June 19, October 23 and December 4, 2018. No PCE, TCE, cis-1,2-DCE or VC was detected in the WWTP effluent during the four quarterly sampling events (Table 4-3). E 2018 Annual Groundwater Monitoring Report Draper Aden Project No. 18110178-010701 Alamac American Knits LLC, Lumberton, NC January 28, 2019 5.0 CONCLUSIONS The groundwater recovery and discharge system is the only active remediation approach in the source area. Natural attenuation is also likely occurring to some degree. The pumping regimen continues to effectively capture and remove contamination from the aquifer. Total VOC removal was closer to historical averages due to pump repairs and power outages during Hurricane Florence. RW-1 removed a total of 72 Ibs of VOCs during this reporting period (66% increase). In RW-2, a decrease in total VOCs continues slowly, likely a result of the combination of some in situ bioactivity and physical extraction by pumping, but concentrations of the target VOCs remain far above the NC 2L standards. Pumping RW- 2in 2018 removed approximately 76 Ibs (35 kg) of VOCs (72% decrease). This decrease is due to pump issues and an above -average recovery amount during the previous reporting period. Concentrations of chlorinated solvents remained stable in RW-3 since 2009. PCE and TCE concentrations in this well are already close to the target NC 2L standards, but cis-1,2-DCE and VC remain elevated. This well extracted approximately 45 Ibs of VOCs from groundwater in 2018 (55% increase). The increase in performance of RW-3 was due to a higher pumping rate throughout the year compared to last year. Based on the volume of groundwater extracted and the concentrations measured in the recovered water over time, it has been estimated that the recovery system has removed approximately 4,457 Ibs of VOCs since it began operation November 1999. Combined with the removal of an estimated 732 Ibs of VOCs via other remediation activities that were implemented previously (Ref. 2), the total amount of VOCs removed from the site is calculated to be approximately 5,189 lbs. 10 2018 Annual Groundwater Monitoring Report Alamac American Knits LLC, Lumberton, NC 6.0 REFERENCES 1.
