PURPOSE OF SITE VISIT:
Comprehensive Facility Inspection to confirm site closure.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The Section received Closure Documentation for the Lifeway Ridgecrest Conference Center LCID Landfill from the
facility, dated November 16, 2010, which included a Professional Engineering Certification of Completion and a Depth
of Closure Cap Verification. The Section issued a Letter of Closure to the facility dated December 29, 2010. The Letter

of Closure was filed for registration and recorded with the McDowell County Register of Deeds Office on January 4,
2011 (Book 1036, Pages 674-678).
2. On -site March 17, 2022, to confirm closure of the LCID facility. During this inspection, the site was inactive and
closure of the site was confirmed.
3. Post -inspection, the LCID landfill closure was discussed with Mr. Daniel Redding, Director of Operations —
Ridgeway Conference Center. Mr. Redding confirmed the site was closed and also informed the Section that property
ownership was transferred to Ridgecrest Foundation Inc., in December 2020. The Section confirmed the LCID was
recorded with the McDowell County Register of Deeds Office on December 31, 2020, (Book 6000, Pages 1405-1485).
4. Note: a new permit would be required for any future disposal at the site.
