David Powell and Drew Hammonds met with Ms. Angie Foster onsite to confirm NLCID closesure and to look at other sites for City of Laurinburg. NLCIDLF is closed and can no longer accept any waste or have anything stored on the closed landfill. There is still a Pre-Regulatory Landfill under the NLCID. It is not known exactly how much of the NLCIDLF is over the Pre-Regulatory Landfill (PRLF). Continue to communicate with PRLF Supervisor Ryan Channel on what his group may require for this site. 2. The NLCIDLF had grown way beyond the 2 acre notified approved area and now has been covered with soil and used a thin layer of mulch for erosion control. Drew Hammonds, Angie Foster and David Powell walked the NLCID. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Onsite discussions involved discussing the NLCID closure, soil covered cap with thin layer of mulch and the waste that had been removed from buffer areas as requested. Slope is shallower than 3:1 and looks good. Trash cans were being stored on top of the NLCID and should be removed. Nothing can be stored on this closed landfill. Edge of Waste (EOW) markers were previously requested to be installed to mark the limits of the landfill. Please install, this will help keep track of the covered waste limits to keep from storing things on top in future and from accidental disturbance of cap as time goes by hopefully. Please install EOW markers, which can be simple tall white PVC pipe. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 5 4. Ruts were made by vehicle driving around NLCID. Fix ruts so storm water won’t be impounded over waste and may add to leachate. Waste pulled back from buffered ditch in photo below as well along left side of photo. Good job. 5. Waste is currently going to YWNs onsite, and awaiting T and P / Compost permit site to become active, and waste is going to Scotland County Landfill. 6. REMINDER for future - Waste from street sweeping operations must not be disposed of at LCIDLFs or YWN’s. Street sweeping waste must be disposed of at a solid waste management facility permitted to receive the waste (MSWLF). 7. Communicate with Ming Chao, Permitting Engineer for this County, and be sure all his requirements have been met/documents submitted etc. (919) 707-8251 and ming.chao@ncdenr.gov. 8. Corrective measures are necessary as a result of this inspection and should be complete within 30 days’ receipt of this inspection report.
