YWN-83-003 converted to Permitted. PURPOSE OF SITE VISIT: Comprehensive Follow Up Inspection – Site was previously identified as YWN-83-002 but was determined to be
YWN-83-003 and then applied for a permit, which this notification will be converted to a larger type 1 permitted operation. STATUS OF PAST NOTED VIOLATIONS: NA

ADDITIONAL COMMENTS:
1. David Powell and Drew Hammonds met with Ms. Angie Foster onsite to follow up on previous inspections at the YWNs and the new permitted site. Site has additional Pre-Operational Conditions to meet before can operate. Laurinburg will need a preoperational visit by Section staff before can operate under new permit. Site has a Yard Waste Notification, Temporary Disaster Debris Site, and now a Compost and Treatment and Processing permit. Laurinburg will be burning yard waste but currently waiting on the air curtain burner. This site was previously indicated to be YWN-83-002 but was determined later to be YWN-83-003. Now, this site has become a large type 1 permitted facility.
2. Site was clear of waste. A small area was marked for where burner would go and an ash holding container will need to be built onsite as well. Ms. Foster indicated a bulldozer is coming to grade and level the area off soon. Standing water was a small issue in this are so grading is good. Low areas may need soil or regrading to ensure no water is standing that can become leachate or runoff. Remember to not to put waste in water.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

3. EOW markers were requested previously for the yard waste notification. Now with new permit, the
operations area is much larger, but property lines should be marked so Section staff can ensure buffers in permit/15A NCAC 13B .1404 are met for large type 1 facilities when onsite inspecting. These should be installed before Pre-Operation inspection which can be simple tall white PVC pipe. 4. Corrective measures are necessary as a result of this inspection and should be completed within 30 days’ receipt of this report.
