The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - Facility was issued a Life of Site Permit on May 10, 2018. Recorded in the Currituck County Register of Deeds Book #1154, page # 791-806. Permit and Operations Plan onsite and reviewed during last inspection. 02 - Facility is an approved C&D recycling center & waste transfer station.
03 - Operating Hours are: 07:30 am to 05:00 pm weekdays and 07:30 am to 12:00 pm on Saturdays. Closed Sundays. 04 - Facility has adequate entrance and directional signage and is secured with fencing and a locking cable. 05 - Facility has 6 Certified Transfer Operations Specialist: Kimberly Newbern, expires 04/14/2024, Horatio Newbern IV, expires 04/14/2024, Michelle Farrow, expires 06/01/2024, Tracy Michaud, expires 11/20/2023, Josh Brown, expires 11/20/2023 and Travis Davis, expires11/20/2023. 06 - Screening records were reviewed during this inspection and were found to be up to date. 07 - Incoming and outgoing load tickets were reviewed. Required information was on the tickets reviewed and were up to date. Large client’s tickets only have company name, date and tonnage. Information for these clients are on computer or in a rolodex and made available for inspection. Facility has purchased a NEW electronic system. 08 - Roads are made of all-weather construction and maintained in good condition 09 - Facility is approved to receive waste from Currituck and Dare Counties. 10 - Facility is permitted to receive the following waste types: C&D, LCID, Asphalt, Wood Pallets, Yard Trash, Post Consumer Tear Off Shingles and Tires. 11 - CFC removal records were available and reviewed.
12 - Scrap metal pile OK. 13 - Yard Waste area appears to be managed well. Finished products (mulch & compost) look very good. Temperature records for composting are being kept and were reviewed.
14 - Non painted Pallets from non-construction waste are being source separated and ground as mulch along with yard waste and sold on-site. 15 - Asphalt shingle areas approved in 2014, Shingles are being removed to MSWLF due to no market. 16 - Facility grinds concrete for reuse. The product looks very good. Metals are screened out very well using several magnets on the grinder. A prototype vacuum has been set up to remove plastic and other waste from compost.
17 - Some windblown trash was noted during this inspection. Required to be picked by the end of each working day. 18 - Heavy winds in the past several days has caused this windblown trash issue. 19 - Waste from this facility is transferred to East Carolina Regional Landfill, permit # 0803-MSWLF in Aulander NC, John C. Holland Landfill, permit # 280 in VA, Currituck Co. Transfer Station, permit # 2703T in Maple NC and Atlantic Waste Disposal, permit # 562 in Va. 20 - Overall management of this facility is very good.
