STATUS OF PERMIT:
Expired; Permit to Operate (PTO) issued 11 July 2016; expired 8 May 2021. A permit review request for the next
five-year phase of construction and operations was submitted to the Solid Waste Section on 20 April 2021 and is
currently under review.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Land Clearing and Inert Debris (LCID) Landfill.
2) This Facility is recorded with the Craven County Register of Deeds at: Book #0960; Page #0788 and Book
#2005; Page #0350.
3) This Facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood,
uncontaminated soil, and inert debris such as unpainted rock, brick, concrete, and concrete block.
4) Proper signage has been posted and is being maintained at the Highway 101 property entrance and the entrance
to the landfill. The Highway 101 sign lists the Facility name and permit number; the signage at the landfill

entrance displays the Facility permit number, a list of acceptable waste types, and the Facility emergency
contact number.
5) The site is secured with two locked gates. One located at the property entrance and another at the Facility
entrance and has controlled access for safety. Both access gates were unlocked and open upon my arrival and an
attendant was on-site during this Facility Compliance Inspection.
6) The access road to the Facility is of all-weather construction and is being properly managed at this time.
7) This Facility has permanent, highly visible, edge-of-waste markers in place delineating the landfill waste
disposal footprint.
8) This Facility maintains erosion control fencing around the toe of the active areas of the landfill to prevent off
site erosion.
9) The soil sedimentation and erosion control measures were reviewed, and no off-site erosion was noted during
this Facility Compliance Inspection.
10) The surface water ditches were clear of sedimentation and excess vegetative growth.
11) The on-site stormwater basins were reviewed. The basins were free of excess brush, had stable sideslopes, and
no visible signs of erosion.
12) This Facility maintains a Hyundai HX220L Excavator and a John Deere 850C widetrack Crawler on site for
use in managing waste and for cover and grading activities.
13) Soil is stockpiled adjacent to the landfill and on the top lift in an area adjacent to the active working face for
use as cover.

14) The active working area is being maintained in a compact and manageable size.
15) The active working area is being compacted and covered as required. *Please continue to ensure that the
active working area is being covered monthly or when it reaches one acre in size, whichever occurs first.
16) The waste type being disposed is landclearing and inert debris only and there were no unacceptable waste
streams noted during this Facility Compliance Inspection.
17) Overall, the Facility sideslopes have a well-established cover crop of native warm season grasses and are
being maintained at a slope not greater than 3:1. However, an area of sparse cover and erosion was observed
on the eastern sideslope of the active phase of the landfill. This area has been seeded and covered with rolled
type matting. *Please continue working in this area to establish a groundcover suitable to prevent erosion of
your landfill cap system. Any areas noted as lacking in sufficient groundcover or with observable erosion
should be repaired by filling and grading and then seeding and mulching to establish a groundcover.

18) Inert debris consisting of asphalt, scrap concrete, and concrete block is being stockpiled for reuse on-site in
two areas to the west of landfill. *Please note that the State rules regarding recovered materials state that for a
material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or
re-used within the calendar year of placement on-site.

19) All metal reinforcement bar is recovered from the crushed concrete and separated for recycling.
20) No crushing/recycling activities were underway during this Facility Compliance Inspection.
21) No violations were observed during this Facility Compliance Inspection.
22) *Corrective measures are required as a result of this Facility Compliance Inspection.
