Aufderhaar, P.G., Environmental Program Consultant North Carolina Department of Environmental Quality Division of Waste Management 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Re: Conditional Approval of Technical Memorandum E- I I Former Seaboard Chemical and Riverdale Drive Landfill Site Jamestown, Guilford County, North Carolina Dear Mr. Aufderhaar: In response to correspondence dated February 18, 2022 from the NC Hazardous Waste Section, we are providing the following requested information: • Comment: (Page 2 and Figures 2 and 4) We would like to get a copy of the laboratory report for the wells that were sampled and where just total VOCs are labeled on Figures 2 and 4. Response: A copy of the laboratory reports for the monitoring wells shown on Figures 2 and 4 of TM-E-I I are attached to this correspondence. • Comment: (Page 4 and Figure 3) Regarding the wells that are proposed to monitor the effectiveness of the modified recovery well system, they appear appropriate by the southern intermittent stream (SIS) basin except well OW-DRI is screened from 49 to 165 feet and nearby well PW-5D is screened from 272 to 282 feet. Based on our conversation today, we understand that current recovery well RW-SIS] is screened from 30 to 50 feet below ground, and its base depth is similar to the depth planned for the new recovery well. Instead of monitoring water levels and water quality in 0W-DR1, please use RW- SISI. Renumber the well planned to replace RW-SISI. Response: We agree with the comments regarding replacement of monitoring well OW- DR1 with RW-SIS 1 at the SIS basin area for the effectiveness evaluation monitoring. The replacement recovery well at this location will be designated as RW-SIS8. Water levels will still be collected from OW-DR1 to allow for a determination of vertical flow in the immediate area. • Comment: (Figure 4) No well is proposed on the south side of R-1 to monitor water levels near the former Seaboard facility. Please use existing well W-29 to monitor water levels. Response: We agree to collect water levels from monitoring well W-29 at the Pond 3 area for the effectiveness evaluation monitoring. • Comment: (Appendix A) Please provide boring logs prepared from installation of the new monitoring wells. Response: The boring logs for the four new monitoring wells located at the SIS basin area are attached to this correspondence. We have begun work on the installation of utilities for the additional Pond 3 extraction wells. Also, we have tentatively scheduled drilling of the new SIS basin well (RW-SIS7) and the replacement well (RW-SIS8) for March 7, 2022. Please contact Mr. Gary D.
