STATUS OF PERMIT:
Closed. Site closed in accordance with the Closure letter dated December 21, 1995, and NC Solid Waste Management
Rule 15A NCAC 13B .0510.
PURPOSE OF SITE VISIT:
Comprehensive facility inspection.
STATUS OF PAST NOTED VIOLATIONS:
1. 15A NCAC 13B .0503(2)(a) CORRECTIVE MEASURES ONGOING. Since the previous facility
inspection and per the approved Landfill Gas Assessment and Corrective Action Plan (FID 1256957),
Rutherford County installed three additional landfill (LFG) monitoring wells and also converted three LFG
monitoring wells to passive gas vents to assess and mitigate LFG exceedances at the facility. As discussed
during this inspection, please continue to coordinate with Section Hydrogeologist, Jaclynne Drummond, at
email jaclynne.drummondgricderingov, for ongoing facility LFG corrective action measures and submittals.
2. 15A NCAC 02C .0108(o). RESOLVED. During this inspection, it was observed identification plates with the
required information had been affixed on all LFG monitoring wells at the facility (see photo #1 for example).

OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. On -site March 1, 2022, to observe the closed Municipal Solid Waste Landfill (MSWLF) cap and slopes, site access
roads, facility environmental monitoring wells, facility mowing maintenance efforts, and review facility records. Tony
Bumgarner, Landfill Supervisor - Rutherford County, participated in this inspection.
2. Post inspection, additional facility research conducted which concluded on March 7, 2022.
3. Access to the site is located at 474 Avondale Landfill Road (SR-2138) and is controlled by a lockable gate.
4. Access roads at the site were well maintained.
5. Edge -of -Waste (EOW) markers were maintained at the facility. As discussed during this inspection, continue to
maintain all EOW markers at the site as necessary.

6. No apparent leachate breakouts or seeps were observed during this inspection. As discussed on -site, continue to
monitor the closed landfill cap for any damp or wet areas and maintain as necessary.
7. No exposed waste was observed during this inspection.
8. Semi-annual groundwater and surface water monitoring reports for the facility dated July 15, 2021 (for Spring 2021
sampling event) and April 12, 2021 (for Fall 2020 sampling event) were available for review. As required, continue to
monitor all groundwater and surface water sampling locations and submit reports to Section Hydrogeologist Jaclynne
Drummond.
9. The groundwater monitoring well and surface water monitoring network at the facility is currently comprised of ten
groundwater monitoring wells designated as MW-1, MW-2A, MW-3, MW-4A, MW-5, MW-6, MW-7, MW-8, MW-
9D, and MW-9S; and two surface water monitoring locations designated as SW-1 and SW-2. Access appeared to be
well maintained for all groundwater and surface water monitoring locations at the site. As discussed on -site, continue to
maintain access for all water quality monitoring locations at the site.
10. LFG quarterly monitoring reports for the facility for the years of 2019, 2020, 2021, and the first quarter of 2022,
were available for review. As required, continue to monitor all LFG sampling locations and submit reports to the
Section as necessary. Note: Please see the Status of Past Noted Violations #1 of this inspection report for additional
LFG monitoring information for the facility.
11. The LFG monitoring network at the facility currently includes thirteen wells designated as LFG-1, LFG-2, LFG-3,
LFG-5, LFG-6, LFG-9, LFG-10, LFG-11, LFG-12, LFG-13, LFG-14, LFG-15, and LFG-16; three passive vents
designated as LFG-4 vent, LFG-7 vent, and LFG-8 vent; as well as three structures on the law enforcement firing range
situated along the eastern side of the site. Access appeared to be well maintained for all LFG monitoring locations at the
site. As discussed on -site, continue to maintain access for all LFG monitoring locations at the facility.
12. Continue to maintain all erosion control measures at the facility as necessary including rip -rap channels, sediment
detention basins, permanent diversions, and inlet/outlet stabilization structures.
13. Vegetative cover at the facility was maintained. As discussed during this inspection, after mowing events occur,
continue to ensure the landfill cap and side slopes are inspected for subsidence, cracking, signs of erosion or damage,
and that any necessary repairs are made in a timely manner.
14. Note: A County law enforcement firing range is located on the eastern end of the site.
