In accordance with 130A-294 a (2), life-of-site ends when the facility reaches its final permitted elevations or by 30 December 2057, whichever occurs first. Pursuant to 130A-295.8 (b) (1) the permittee must submit to the Section a request for a permit review and to obtain a new Permit to Construct (PTC) and/or PTO for expansion and operation of the future landfill phases/cells as defined in the approved Plan. This permit application/review request must update all pertinent facility and operations plans and be done in accordance with the rules in effect at the time of the review. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review STATUS OF PAST NOTED VIOLATIONS: None applicable. OBSERVED VIOLATIONS: FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6708_INSP_20220302 Page 2 of 4 No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a lined Municipal Solid Waste Landfill. 2) This Facility is permitted to receive solid waste generated by and on Marine Corps Base Camp Lejeune and all related ancillary Marine Corps Facilities. 3) The Facility is secured by means of a locked gate at the facility entrance during non-operational hours. The gate was open upon my arrival and attendants were on-site during this Facility Compliance Inspection. 4) Proper signage is posted at the entrance to the facility stating the permit number, contact information, and listing banned/excluded wastes. 5) Hours of operation for this Facility are Monday through Friday 7:30 AM to 3:30 PM, except the landfill is closed on ten holidays: New Year’s Day, Martin Luther King Jr Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. 6) This Facility requires five-day advance notice for the receipt of asbestos containing materials. All received asbestos waste is disposed in an area adjacent to the working face, covered upon receipt, and mapped with a GPS unit. 7) The landfill disposal boundary has been marked with permanent, highly visible, fiberglass markers delineating the edge of the liner system. 8) This landfill is currently operating in Phase III. 9) Work is ongoing in Stage IV in preparation for the transition to this area from Stage III. 10) Soil is stockpiled on the top lift adjacent to the active working face for use as cover. 11) Operational compacting equipment was on-site and in use during this Facility Compliance Inspection. 12) Attendants were present at the working face during this Facility Compliance Inspection. 13) The working face is being maintained in a compact and manageable size. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6708_INSP_20220302 Page 3 of 4 14) The waste type in the landfill was reviewed; the waste type being disposed was MSW and no unpermitted waste types were observed during this Facility Compliance Inspection. 15) Windblown debris is being well managed; no windblown debris was observed during this Facility Compliance Inspection. 16) No areas of ponding or standing water were observed at the working face or in the inactive areas of the landfill during this Facility Compliance Inspection. 17) The western outside slope of Phase III has recently been compacted, covered, and graded. 18) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well maintained. 19) The closed areas of the landfill are well maintained with a well-established cover crop of native warm season grasses. 20) The landfill cover crop is mowed throughout the growing season as needed. 21) This facility manages landfill gas through a passive venting system. The gas vents were clear of brush and other vegetation, are clearly labeled, and appear well maintained at this time. 22) The borrow area was reviewed during this Facility Compliance Inspection. No off-site erosion was observed, and this element of the landfill appears well maintained at this time. 23) The Facility surface water management ditches and stormwater basins were reviewed. These areas were clear of windblown litter and brush, and no areas of erosion were observed during this Facility Compliance Inspection. 24) No off-site erosion was observed during this Facility Compliance Inspection. 25) No violations were observed during this Facility Compliance Inspection.
