Partial Facility Compliance Inspection without records review

No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL
COMMENTS section below.

1) This Facility is a closed Municipal Solid Waste (MSW) Landfill.
2) The site is secured by a locked gate at the Facility entrance.
3) Signage is posted at the Facility entrance stating the permit number and emergency contact
information.
4) The Facility access road is of all-weather construction and is being well maintained at this time.
5) Highly visible edge-of-waste markers have been installed and are being maintained throughout the
Facility.
6) The closed asbestos disposal area was reviewed. This area had recently been seeded and mulched
during the last Facility Compliance Inspection. The cover crop has germinated and appeared healthy
and suitable to prevent erosion of the landfill cap system.
7) Facility monitoring wells were reviewed. All reviewed wells were readily accessible, clear of brush,
properly labeled, and secured
8) This Facility manages landfill gases through a passive venting system.
9) Filling and grading operations have been completed. The filled and re-graded outside slopes of the
MSW element have been seeded and covered with rolled matting and/or mulched to establish a
groundcover suitable to prevent erosion. Some of the repaired areas appear to have eroded before
germination of the cover crop was accomplished. *Please ensure all eroded rills and washouts
throughout the landfill are properly repaired and a groundcover suitable to prevent erosion of the
landfill cap system is established.
10) Silt control fence has been installed around the toe of the landfill to restrict the migration of silt from
the ongoing repair project during rain events.
11) The Facility surface water diversion/control features and ditches were reviewed. Overall, the water
control features were clear of brush and other woody vegetation.

12) Siltation from the recently completed repair project was observed deposited in some of the on-site
stormwater management features. *Please ensure that all siltation is collected and removed from all
surface water control features and properly managed. All surface water features should be restored to
the site specifications detailed in the approved Facility Plan (i.e., slopes/grades maintained, check
dams/rip rap replaced, etc.)
13) No off-site erosion was observed during this Facility Compliance Inspection.
14) No violations were observed during this Facility Compliance Inspection.
15) *Corrective measures are required as a result of this Facility Compliance Inspection.
