The last record of annual notification is dated May 12, 2020. YWN Renewal application must include the facility location, the name(s) and contact information of the owner and operator; the type and amount of wastes received; the composting process to be used; and the intended distribution of the finished product. To achieve compliance the facility shall submit a Yard Waste Notification form to the Solid Waste Section. ADDITIONAL COMMENTS On March 2, 2022, Chuck Kirchner met with Ricky Wade to conduct a comprehensive inspection of the Town of Gibsonville Yard Waste Notification located on Springwood Church Road in Gibsonville, Guilford County. 1. The yard waste notification (YWN) is owned and operated by the Town of Gibsonville. 2. The site is located behind the Town of Gibsonville public works building, via gravel service road. 3. The site is not open to the public. It is accessed by Town of Gibsonville personnel. 4. Leaves are brought on to site by 25 yd3 city trucks during leaf collection season which typically runs from October through January. 5. At the time of the inspection there was three windrows. 6. Composted mulch is stockpiled at another area on site annually prior to leaf collection. 7. All windrows of leaves are from the previous collection season. 8. Temperature records have been maintained for each windrow demonstrating 3 days at > 131°F, aerated to maintain elevated temperatures. Records were inspected from November 2019 through February 2022. 9. Ensure material located at the YWN is less than 6,000 yd3 quarterly, processed and unprocessed combined. 10. Mr. Wade stated that there is approximately 4,825 yd3 of leaf material on site. 11. Staged material and compost windrows have adequate buffers. 12. Windrows have a gravel base and have very good spacing between windrows and adequate spacing for access around the windrows. 13. Access roads are of all-weather construction. 14. The facility is secured by a locked gate. 15. A sign is posted noting YWN 41-004 and facility contact information. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
