The Permit to Operate was issued for the life-of-site. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility consists of a Materials Recovery Facility (MRF) which receives, processes, and stores source- separated recyclable solid waste materials. It also consists of a permitted transfer facility which receives waste generated within Catawba County. Waste is received is overflow from the GDS hauling division. 2. All waste from the facility is disposed at the Blackburn Resource Recovery Facility (Permit #: 18-03). 3. The Permit and Operations Plan were verified. Both documents were current and available upon request. 4. Transfer Station Operation Specialist Certifications were provided by Ms. Bolton via e-mail on March 1, 2022: x LaDonna Bolton (expires 6/18/25) x Levi Franklin (expires 3/12/23) x David Hicks (expires 6/24/24) x Paul Mendenhall (expires 8/6/23) x Allan Reed (expires 4/17/22) x Joey Winger (expires 2/11/24) 5. Tonnage records for July 2021 to present were verified. The facility received 251.93-tons of waste during this time. 6. A gate was provided at the entrance to the facility to prevent unauthorized access. 7. The facility had proper signage. 8. Waste Screening Reports were verified. x Waste screenings are performed at a rate of one each week when waste is received. However, the facility can go weeks without receiving waste. 9. Initially upon inspection, a motorcycle tire was observed within the waste stream located on the tipping floor. One load of residential waste was received just prior to inspection. Facility staff immediately removed the tire from the tipping floor. Please continue to remove unacceptable waste streams as they are observed. 10. The I-beams above the push walls were free of waste at the time of inspection. 11. The interior walls above the transfer station floor had recently been pressure washed. 12. Leachate drains within the floor of the transfer trailer loading bay were not observed as a truck and trailer were stationed in the bay at the time of inspection. However, there was no evidence to indicate the drains were not functioning properly. 13. Please ensure all waste on the floor of the trailer loading bay is collected and properly disposed at the end of the operating day. 14. During the inspection, windblown waste was observed along the fence at the northern portion of the site. It appeared that majority of this waste was generated from the materials recovery process. However, due to the close location of the trailer loading bay, it appeared that some of the material could have generated from the transfer facility. Ms. Bolton provided photos on February 22, 2022 showing all windblown waste had been collected from the area of concern. Photos also provided evidence of site improvements that were made in an effort to reduce windblown waste on site. For example, additional concrete barriers were added to the cleanout area for recycling trucks to contain material within that area. Thank you for your efforts to address windblown waste on site.
