STATUS OF PERMIT:
The Notification Letter for N1096 was issued by the Solid Waste Section on February 16, 2018. The site is recorded in
deed book 2918, pages 723-738.
The Notification Letter for N0712 was issued by the Solid Waste Section on December 1, 2006. The site is recorded in
deed book 2253, pages 770-772.
Mr. Collie has submitted an application to the Section to combine the two Notified LCIDs into one large permitted LCID.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The sign at the entrance to the landfill is installed and posted as required. Individual signs are also located at each
notified site. Mr. Collie will install new signage once the new permit has been approved.
2. The access road to the facility is being managed properly at this time.

3. During this inspection, several small areas of white steam were observed along the eastern and western side walls.
A large area of steam was observed near the southeastern corner of the LCID. The area in the southeastern corner
had not been completely covered with soil. The remainder of the LCID had been covered with soil. Ms. Thompson
told Mr. Collie that he needed to immediately start to cover the area with soil to try to smother the areas. Mr.
Collie stated that he had not seen any smoke or steam from the LCID prior to accepting leaves and pine straw
from the City of Nashville. In a phone conversation on February 24, 2022, Mr. Collie stated that they had dug
approximately 3 feet into the waste and found a layer of pine straw and leaves that was steaming. He had removed
the leaves and recovered the area with soil. Mr. Collie provided photographs of the repairs.
4. All four edge of waste markers were visible during this inspection. Several loads of land clearing debris had been
dumped adjacent to the ramp. Mr. Collie stated that the loads were dumped prior to the attendant being able to
direct them to the working face of N0712. Mr. Collie stated that he would have the waste moved to the working
face. The logs that were located near the southwestern corner are split and sold as firewood.
5. No unacceptable wastes were observed on N1096.
6. The side slopes have been reworked and are closer to the 3 horizontal to 1 vertical. Leaves and pine straw have
been placed on the side slopes to help prevent erosion and promote the growth of vegetation.
7. A stockpile of concrete was located to the north of the LCID. Mr. Collie stated that the concrete would be crushed
and used as a road base when the full LCID permit was received.

8. N0712 is now the active LCID. A haul road to the top of the LCID has been reestablished. The working face was
less than one acre; however, the working face was steeper that 3 horizontal to 1 vertical. Mr. Collie stated that his
operator would slope and cover the waste. Ensure that the waste meets the 3 horizontal to 1 vertical requirement.
9. The western side slopes have been reworked to meet the 3 horizontal to 1 vertical requirement. During this
inspection, Mr. Collie stated that he had not been able to address the steeper eastern side slopes. Mr. Collie stated
that once the full permit has been approved, his plan is to cut and roll over the side slope in to the LCID in order
to meet the 3 horizontal to 1 vertical requirement.
10. No erosion was observed at the time of this inspection.
