(S+G) is pleased to submit this update regarding remediation of landfill gas exceedances near the property boundary at the WI High Point C&D Landfill (Permit No. 41-16). Remedial actions taken to date include: • Initial landfill gas (LFG) Vent Trench Installation — July 2021; and • Additional Investigation/Trench Installation -September 2021 Details of these actions were summarized in the Landfill Gas Remediation System Construction and Update Report'. In this report, S+G also proposed the installation of a new LFG probe (IP-1I located between the landfill unit and existing LFG probes LFG-2 and LFG- 2A. This probe was installed to evaluate LFG concentrations in the subsurface closer to the landfill to determine if the source of exceedances in LFG-2A was the C&D landfill unit. A map depicting the installed remediation system and IP-1 is included as Figure 1. INSTALLATION OF IP-1 LFG probe IP-1 was installed on December 17, 2021, by Geologic Exploration, Inc., under S+G oversight. The probe was drilled to a depth of 17 feet and was constructed with 15 feet of 10- slot screen. The well was completed with an approximate three-foot above grade steel Locking casing. The location of this probe is shown on Figure 1 and a boring log is included in Appendix A. LFG MONITORING Since the installation of the vent trenches, LFG monitoring has been conducted at least monthly at the site. Water level monitoring in each probe in the area has also been conducted routinely. LFG monitoring data since September 2021 are summarized in Table 1, while water level measurements in each LFG probe are summarized in Table 2, supplied by WSP Golder. This probe has consistently exhibited elevated methane concentrations since its installation during monthly monitoring. During periods of extended dry weather, methane concentrations decreased, but have always increased rapidly after rain events. Since September 2021, water level measurements have been collected intermittently. While this well has exhibited water within the well, the exposed screen length ranges from approximately 14 to 15 feet thick, yielding ample screened interval for landfill gas migration/detection. Vent Trenches Three vent trenches have been installed as part of this investigation (Eastern, Central and Western). The Eastern trench initially exhibited LFG above the Lower Explosive Limit (LEL), but concentrations and venting have been sporadic and inconsistent. The remaining two vent trenches have had little to no LFG present since installation. In general, the eastern vent has remained free of water, while the central and western vents have exhibited water. The central and western vents typically have open screened intervals ranging from 2 to 6 feet thick. LFG-2 This probe was the original monitoring probe in this area, which was replaced since it was consistently watered in. Modifications to drainage in this area of the site have made improvements in the reliability of this well. Since September, this well has had between 5.5 and 11.5 feet of exposed screen thickness. During these events no LFG has been detected in this well. /P-/ Probe IP-1 has been monitored on a weekly basis for four weeks. During that time, this probe has had no detectable concentrations of methane. Water level monitoring indicates this well has approximately 6-feet of exposed screen and the data is representative of subsurface conditions around the C&D landfill unit. CONCLUSIONS Based on the information presented above, we make the following conclusions: 1. Due to drainage improvements, probe LFG-2 is now a viable LFG monitoring location. 2. The vent trenches rarely exhibit detectable methane concentrations, indicating that LFG is not generally present within them or around them. 3. Concentrations of methane in LFG-2A are representative of a relatively limited area Likely from an alternate source (not the landfill) in the vicinity of this probe, potentially from the adjacent property. 4. The C&D landfill unit is not generating sufficient LFG to cause detectable methane concentrations in the subsurface at IP-1 located approximately 75 feet from the edge of waste. LFG-2 should replace LFG-2A as the perimeter monitoring location. This is in keeping with the original LFG Monitoring Plan. 2. IP-1 should remain in place, but not be included in the perimeter monitoring network. 3. Since the landfill unit is not the source of methane concentrations detected in LFG- 2A, as shown by the vent trenches, LFG-2 and IP-1, and because methane concentrations at LFG-2 have been below the LEL for at least three events, the site should return to quarterly LFG monitoring. 4. Since the methane detected in LFG-2A is localized, we recommend the excavation of LFG-2A and its immediate surrounding area to determine if woody waste interred in the berm may be the source and to remove any potential methane source material (woody debris, etc.). 5.
