ADDITIONAL COMMENTS
On February 11, 2022 Chuck Kirchner with the Solid Waste Section met with David Deel, Richard Lovett, Lewis Walker and Mike Szychowicz with the City of Greensboro Solid Waste Department to conduct a comprehensive inspection of the White Street MSW landfill. Facility Information: 1. The City of Greensboro operates a municipal solid waste (MSW) landfill (Phase III, 41-12). The property also contains a large type I solid waste compost (SWC) facility (41-03), a construction and demolition debris (C&D) atop a closed MSW landfill (Phase II, 41-03) adjacent to a closed unlined MSW landfill (Phase I), and a temporary debris storage and reduction site (TDSR, DS41-002). 2. The facility is open Monday through Friday 7:50 am to 4:50 pm and Saturday 7:00 am to 1:00 pm. 3. The facility is permitted to receive solid waste generated within the City of Greensboro and Guilford County.
4. The MSW landfill is permitted to operate Phase III, Cells 1, 2 and 3. 5. The facility does not accept scrap tires or white goods. 6. The MSW landfill Cells 1 and 2 contain intermediate soil cover and have a good grass cover.
7. Waste is currently being placed in Cell 3. MSW Records Review 8. The facility site plan, permit and operations plan were discussed. 9. The following employees are certified landfill managers: a. The facility maintains daily and monthly records of the amount of solid waste received. Throughput records
were observed for July 01, 2021 through December 31, 2021. The facility received 4,377.04 tons of ash and screenings from the TZ Osborne WWTP during that period. 11. The facility annual report (FAR) dated July 30, 2021 was received by the SWS. Facility throughput for July
1, 2020 through June 30, 2021 is 7,583.85 tons of MSW waste during that period. 12. Groundwater and landfill gas monitoring wells observed were accessible. 13. The facility maintains semiannual groundwater and surface water monitoring records submitted by Golder
Associates NC, Inc., analyzed by Environmental Conservation Laboratories, Inc. (ENCO). Records for groundwater and surface water monitoring for Phase II dated July 22, 2020, February 12, 2021 and August 30, 2021 were observed. An exceedance is noted for each monitoring event.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

14. The facility maintains quarterly methane and hydrogen sulfide monitoring records. Landfill gas monitoring is conducted by facility personnel. Records were observed for Phase III for December 11, 2020, January 25, 2021, April 20, 2021, July 26, 2021 and December 15, 2021. No exceedance of the methane or hydrogen
sulfide (H2S) lower explosive limit (LEL) is noted. 15. The facility uses two GEM5000 gas analyzer units to conduct quarterly landfill gas monitoring. Gas analyzer unit calibration records were observed. The GEM5000 s/n 504056 was last calibrated on September 7, 2021 and the GEM5000 s/n 503928 was last calibrated on August 5, 2021. 16. The facility Phase III has a landfill gas collection system. The landfill gas from Phase III is flared off. 17. The facility maintains a daily leachate inspection sheet that logs external tank condition, leachate tank gauge operation, gallons of leachate pumped, pump-down times, rain gauge totals, etc. Records were not observed this inspection. 18. The leachate collection lines are required to be remote camera inspected every five years. The leachate collection trunk lines were last camera inspected by Jetclean America on February 3, 2017. The leachate
lines are due for another camera inspection. 19. On January 5, 2015, the facility was issued a Division of Air Quality (DAQ) Title V permit No. 08830T09, expiration date September 30, 2024.
20. The facility has a stormwater National Pollutant Discharge Elimination System (NPDES) permit, General Permit No. NCG120000, Certificate of Coverage No. NCG120013. The NPDES permit The NPDES Certificate of Coverage shall remain in effect for the duration of the General Permit. Facility Inspection: 21. Leachate from Phase III Cells 1, 2, and 3 drain into a leachate manhole before being routed to the leachate storage tanks. During the inspection, the leachate manhole was observed and appears in good condition. 22. The leachate storage tanks are connected to the City of Greensboro sanitary sewer which flows to the TZ Osborne
wastewater treatment plant. 23. The facility has two 350,000-gallon leachate storage tanks with a secondary containment wall. Leachate is generally maintained in tank A. During the inspection, the leachate level in Tank A was 20.1 feet and Tank B was 4.0 feet. The leachate tanks were observed to be in good condition. Tank A is used primarily for leachate collection and is pumped down approximately once per day for an hour. Pumping for one hour usually lowers the amount of leachate in the tank by approximately one foot. Mr. Walker stated that the change in pumping routine was done at the request of the wastewater treatment plant to help balance incoming flows to the wastewater treatment plant. The leachate tanks are connected by spillover pipe and can be pumped from one to the other. 24. The facility [Phase III] has a landfill gas collection system. Landfill gas from the Phase III area is flared off. The landfill gas flare was observed in operation. 25. The working face was observed to be very small and compact. Mr. Walker stated that the Phase III part of the landfill only received 4 to 5 loads per day from the TZ Osborne wastewater treatment plant. 26. The working face is regularly covered with soil and an adequate amount of soil is on location to use as cover material. 27. Adequate soil was observed around the working face for use as cover material. 28. The MSW landfill Cells 1 and 2 contain intermediate soil cover. 29. Erosion and sedimentation controls appeared to be in good order. 30. The facility has installed edge of waste markers. Markers are on a steel post and have a yellow sign that clearly states: ‘Edge of Waste’. 31. During the inspection odor was not detected. 32. Landfill cap appears to be well maintained. 33. Windblown material was not observed. 34. The facility has a water truck available for dust control.

General Comments: 35. The facility has proper signage. 36. Access roads are of all-weather construction. 37. The facility is secured by a locked gate. 38.
