(FID 153461) PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Union County contracts with Hilco Transport, Inc. to haul waste to the disposal facility. 2. All waste received must be transported for disposal to the Chamber’s Development MSWLF (Permit No. 04-03) or the BFI-Charlotte Motor Speedway Landfill V (13-04). 3. A gate is provided at the entrance to the facility to prevent unauthorized access. 4. Proper signage is located at the entrance of the facility. 5. All access roads were of all-weather construction and well maintained. Operations Inspection of the Transfer Facility: 6. The facility currently receives approximately 480 tons of waste each operating day. 7. Observed operations of the transfer facility. 8. No unacceptable waste streams were observed. 9. Windblown waste was well controlled at the time of the inspection. Records Review: 10. Reviewed the permit, operations plan, training records, tonnage records, random load inspection records, leachate pump and haul records and the log which documents the date the transfer station walls, floor, drains and scale areas are cleaned. 11. 15A NCAC 13B .0405(11) which became effective January 1, 2021, states in part: “The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate.” 12. 15A NCAC 13B .0405(8)(A) which became effective January 1, 2021 states in part: “Site personnel shall screen incoming loads weekly at a rate of no less than five percent of the average daily waste tonnage reported in the site's annual report for the previous year. Site personnel shall be trained annually to identify liquid waste, hazardous waste, polychlorinated biphenyl (PCB) wastes, special wastes as defined in G.S. 130A290(a)(40), wastes banned from landfill disposal in accordance with G.S. 130A-309.10(f) if the site receiving the waste for disposal is a landfill, and wastes that the intended final disposal site is not permitted by the Division to accept. The screening shall be conducted as described in the approved operations plan prepared in accordance with Rule .0404(i) of this Section. Waste screening and rejected wastes shall be recorded in writing, and the records shall be kept on site for no less than five years and shall be made available to the Division during a site inspection or upon request.” Please ensure that weights are recorded on the waste screening forms to ensure the five percent of the average daily tonnage rate is being achieved 13. Leachate is collected in a trench drain and piped to a 3000-gallon leachate concrete holding tank. The leachate is pumped and hauled, as needed, to a discharge point and then discharged into the Union County Public Works Sanitary Sewer System. The leachate holding tank was pumped out on 2/13/22 and 2/19/22. 14.
