The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
(1) The purpose of this visit was to try and confirm the sites location, conduct a Comprehensive Inspection of the N0641 Quik Chek NLCID and to determine if it was ever built, closed or is active currently. Mr. Powell used original Section documentation, the Sections site locator tool, Google Earth historical imagery and Richmond Counties Tax GIS Mapping System to attempt to determine the possible location and use of a site in the general location for NLCID activities. Mr. Powell visited and walked the site indicated on the original notification and the Sections site locator tool. No waste was visible or anything indicating waste disposal has ever occurred in this location. No imagery was found showing anything in that area or surrounding parcels that would suggest such activity has ever occurred in this location. Upon review of land ownership information, on the counties GIS tax mapping system, it was determined that the parcel indicated on site locator tool, #746203236875 and surrounding parcels, didn’t reflect any name or Inc. associated with Mr. Win Dozier whom signed the original notification. On the original notification Mr. Dozier indicated on the form that the projected use of the land
after the landfill operations was to be a, “Truck stop.” There is a Truck Stop just across street of Hwy 1, south east of site indicated on Site Locator Tool, currently in operation. Review of the N.C. Secretary of State’s Business search tool online, revealed the original Inc. in association with notifying this NLCID, its name
changes over time and eventual dissolution. These corporations were compared to the current landowners and of the surrounding properties, and do not match any of those landowners either. If one of these parcels was used for the notification it has probably changed hands and landfills authorized under 15A NCAC 13B
.0563 are not transferrable with the sale of the property. Confirmation of the NLCID location was not
confirmed. Below are a couple photos of site as indicated by locator tool and what Mr. Powell inspected.
